Nationwide One Day General Strike on 7th September, 2010

Dear Comrades,

Here is a moment when all of u should rise to the occasion to understand the present scenario of Indian working class. The day-by-day increase in work load without support of sufficient staff strength, the never-stopping price rise in essential commodity, non implementation of labour laws and government's carelessness attitude for the welfare of working class employees has put us in a situation where we have become bound to raise our voices against the injustice shown by the government to us.

A united convention of all the Central Trade Unions including the INTUC was held in New Delhi and decided to launch one day nationwide general token strike on 7th Sept, 2010. For the first time in the history of trade union movement such a spectacular all in unity has been emerged.

Accordingly confederation of central government employees and workers have decided to join the strike. As per the call and direction of NFPE & AIPEU, it is requested to join the hands and participate in the said strike wholeheartedly to make it a historic success.

With Revolutionary Greetings,

Fraternally yours,

Com. Purna Chandra Maharana

All the computerised POs in the Country will accept PLI or RPLI Premium without transfer of policy

Dear Comrades,

The PLI Directorate vide it's order has permitted all the computerised post offices in the Country to accept PLI or RPLI premium without transfer of policy. The Insurant in this case need not apply to it's Regional Office for obtaining permission to deposit elsewhere other than the parent post office.  It is certainly a welcome step for decreasing file work and consumption of time. However, the procedure for obtaining permission for depositing in a manual operated post offices will need permission letter issued from the competent authority before accepting premia from the Insurant falling under other POs jurisdiction.

However, the counter PAs should collect the premium with proper care to enter correct policy number without mistake as there will be no online validation of the policy number. In case, the policy number is entered incorrect, the premium will still be accepted by the system, but will be kept as 'Unposted'.

The PLI and RPLI Insurants are requested to intimate their Name, Policy Number along with Personal Cell Phone Number to the concerned Divisional Office so that the same can be entered against their policy in the online software and the Department of Posts in due course of time will provide SMS facility to the Insurants intimating them matters related to their current policies.

Directorate Order : Imposing of Statutory Punishments for non-Performance of Over Time Duty

Dear Comrades,

The Directorate, New Delhi vide Letter No.6/1/2010-SR dated 24.08.10 has made it clear that statutory punishment over non-performance of over time duty only may be imposed in rare and exceptional circumstances and not in each and every case.

The content is furnished below:-
I am directed to refer to the Department's letters No.2-4/2005-SR (I) dated 16.06.2006 and No.2-6/2009-SR dated 26.10.2009 on the above mentioned subject.

2.         In a periodical meeting of Secretary (Posts) with Federation of National Organizations & its affiliated associations held on 04.01.2006, an agenda item "Imposing of statutory punishments for non-performance of OT Duty" was discussed. The Staff Side contended that one hand, payment of Over Time Allowance to the official was being delayed badly and on the other hand, the officials who expressed their inability to perform over time were being imposed statutory punishments. As per decision taken in the said meeting, all the concerned were instructed that imposing of statutory punishment for non-performing of over time duty should be restored to in rare and exceptional circumstances.

3.         Complaints are still being received from the staff side alleging imposition of statutory punishment for non-performance of over time. This issue has also been included as one of the agenda items to be discussed in meeting of Departmental Council (JCM) fixed for 27.8.2010, of which Secretary (Posts) is Chairperson. It has, therefore, become imperative to reiterate the instructions issued by the Department vide letter No. 2-4/2005-SR (I) dated 16.06.2009 for compliance in letter and sprit.

4.         Receipt of this letter may please be acknowledged.
