D.S.Nakara who fought heroically after his retirement for justice to all pensioners


Pensioners can never forget 17th December. It was on this day in the year 1982 that the historic judgment by the constitutional bench headed by the Chief Justice Chandrachud in the famous case filed by Nakara was delivered to up hold the fundamental right of pension by the Pensioners.

The judgment had categorically ruled that “ (i) that pension is neither a bounty nor a matter of grace depending upon the sweet will of the employer and that it create a vested right subject to 1972 rules which are statutory in character because they are enacted in exercise of powers conferred by the proviso to Art.309 and clause (5) of Art.148 of the constitution; (ii) that pension is not an ex-gratia payment but it is a payment for the past service rendered and (iii) it is a social welfare measure rendering socio-economic justice to those who in the heyday of their life ceaselessly toiled for the employer on an assurance that in their old age they would not be left in lurch ’’

Incidentally Shri.Nakara who was born in the year 1914 and entered in Government Service in the year 1937 and retired in the year 1972 went to court and fought heroically for ten long years to get the above historic judgment in the year 1982 had passed away in the year 2009 at his age of 96. This year being the centenary year of his birth, it is appropriate to celebrate his centenary of birth along with the Pensioners Day on 17-12-2014 as the Day of “ Pensioners Day – Senior Citizens Day – and Centenary year of Birth of Nakara”.

AIPRPA CHQ Calls upon all Postal Pensioners to forge unity with other Pensioners everywhere and celebrate 17-12-2014 in a befitting manner. If you have a District or Divisional Branch of AIPRPA or not, the CHQ calls upon the Postal Pensioners to observe the day and remember Nakara to take the pledge to fight continuously until the Government is forced to withdraw the PFRDA and uphold the right to pension to all  Pensioners of Central Government and other pensioners. Moreover let us stand for the grant of Universal Pension to all Senior Citizens in the world and in our country.

New Delhi: India Post has been asked to develop a framework to facilitate local artisans sell their products online, Telecom and IT Minister Ravi Shankar Prasad said here on Friday. India Post, which has world's largest postal network of 1.55 lakh post offices, has seen multifold rise in business since the time it entered in partnership with e-commerce companies.
"I have asked India Post to develop framework where India artisan like in Kashi, handloom of Meerut, artisans at Tirupur can leverage postal environment to become big brand in e-commerce," Prasad said at an event organised by Indian Institute of Management Ahmedabad on public policy making.

Govt plans to use India Post's postmen to educate people on schemes and policy

Dear Comrades,

New Delhi: The government is planning to use India Post's 1.55 lakh-strong branch network to reach out to citizens in far flung and backward areas and educate them about the various policies, schemes and incentives.
The ministry of information and broadcasting runs various awareness programmes for the citizens leveraging the Internet and the social media.
However, these initiatives are still out of the reach of many who live in backward and far flung areas there is no connectivity, sources said.

India Post eyes $9 billion e-commerce business; live tracking, SMS information soon

NEW DELHI: Eyeing $9 billion business opportunity in booming e-commerce business, India Post, which has the biggest network and serves the last mile, is boosting its infrastructure for real-time tracking of parcels through satellites using a new technology. 

The Postal Department will also soon start an SMS facility to inform customers about delivery status of their parcels. 

India Post, which is already in tie-ups with e-commerce majors Amazon and Snapdeal, will also have security gadgets like CCTV and access control systems to ensure safety of articles.

4.Certificate can be purchased by an adult for himself or on behalf of a minor or by two adults.
5.KVP can be purchased from any Departmental Post office. This facility will also be extended shortly to the designated branches of commercial Banks.

7.Certificate can be transferred from one person to another and from one post office to another.

Life Certificate for retired employees to be submitted in November every year

Retired Central Government employees, pensioners and those drawing family pension will have to submit Life Certificates at the banks where they draw their pensions.

Until about a few years ago, pensioners had to go to their respective banks in order to withdraw their monthly pensions. Usually there would always be some clerical glitches or delays in distributing the pension funds causing immense hardship to the pensioners. In order to rectify this hurdle, the Government began distributing pension via ATM cards through their respective banks. Pensioners didn’t have to go to the banks anymore to collect their pensions. But, once every year, they are required to go to the banks in person, sign and withdraw the pensions.

CHENNAI: Why is it that a married daughter of a deceased government employee is not eligible for appointment under compassionate grounds while a married son is eligible, Madras high court has wondered. 

Ruling in favour of a complainant on Thursday, Justice D Hariparanthaman said: "There cannot be any discrimination between a married son and a married daughter.... Making discrimination between a son and a daughter on the ground of marriage is arbitrary and violative of fundamental right to equality." 

The matter relates to a writ petition filed by P R Renuka, stating that her father, an office assistant working in the animal husbandry department, died while he was in service in February 1998. He left behind his wife and three married daughters, besides an unmarried daughter.

Dear Friends and Comrades,

Meeting of the Postal Joint Council of Action was held on 11.11.2014 at New Delhi. Shri D. Theagarajan, Secretary General, FNPO presided. Com. R. N. Parashar, Secretary General, NFPE presented agenda items for discussion. General Secretaries of affiliated Unions/Associations of NFPE & FNPO attended. Com. M. Krishnan, Ex-Secretary General of NFPE was also present in the meeting. PJCA reviewed the progress in settlement of 39 points charter of demands submitted to Secretary, Department of Posts on 28.08.2014. PJCA came to the unanimous conclusion that not even a single issue is settled by the Government and Department. Employees are suffering but authorities are turning a deaf year towards their genuine demands. Rome is burning but Neros are fiddling.

None of our demand is unjustified. Five lakhs Postal and RMS employees including Gramin Dak Sewaks and Casual, Part-time, contingent employees cannot remain as mute spectators. There is a limit for our patience. Government and Postal Board are treating our patience as our weakness.

Taking into consideration all the above aspects, the PJCA unanimously took the following decision.
1.      Entire five lakhs employees of the Department of Posts will go on indefinite strike from the third week of February 2015, if the demands are not settled before 31.12.2014.
2.      The date of the indefinite strike will be declared in the 4th December 2014 Parliament March.
3.      Every effort should be made by all All India/Circle/Divisional Unions to ensure maximum participation of employees in the Parliament March. Minimum 20000 employees should participate in the March. All should bring flags and banners.
4.      Laaders of INTUC, CITU, AITUC & JCM National Council staff side will be invited to address the Parliament March.
5.      Next PJCA meeting will be held on 03.12.2014 at 5 PM to decide the date of indefinite strike.

Let us march ahead with Determination and courage. This is time to show your sincerity towards the cause of five lakhs employees of the Department of Posts. Let us make the parliament March a Historic success. Let us unite together and make the indefinite strike a Thundering success. Let the Government and Postal Board understand that we are not Dumb-Driven cattle. We are workers and not beggars.

Please refer to your office letter cited above wherein Action taken Report on the items included in the Charter of demands submitted by PJCA on 28.08.2014 is furnished. Actually the Charter of Demands submitted by us on 28.08.2014 contains 39 items. Charter of Demands attached to our earlier letter dated 01.08.2014 intimating the decision of PJCA contained only 38 items. But when memorandum is submitted on 28.08.2014 the following item was also added as item no. 39.

This item was earlier discussed in the JCM (DC) and it is assured by Secretary (Posts) that the Recruitment Rules will be reviewed after one or two Recruitment/Promotional exam are over, as DOP&T may not approve immediate revision of Recruitment Rules already approved by it. Now more than two Postmen/MG/MTS recruitment/examination is over and hence it is requested to take action to revise the Recruitment Rules and stop open quota recruitment. Entire vacancies may be earmarked for GDS and Casual Labourers as existed in the pre-revised Recruitment Rules.

You are requested to include the above mentioned item also in the charter of demands and “Action Taken Report” may be furnished on the above item also.

Sub: - Programme of agitation by Postal Joint Council of Action (PJCA)

Meeting of the Postal Joint Council of Action held on 11.11.2014 reviewed the reply given by the Department to the Charter of demands submitted by PJCA on 28.08.2014 and also the progress made in settling the demands.

The PJCA meeting came to the unanimous conclusion that not even a single demand is settled and no positive approach in settling the demands is reflected in the action taken report. The PJCA is totally disappointed to read the reply. Discontentment among employees are growing day by day. Further it is noted that as many as 58 items submitted for discussion in the JCM (Departmental Council) was disallowed even without giving an opportunity to the staff side to explain the position on each case.

In view of the above position the Postal Joint Council of action unanimously decided to further intensify the agitational programmes. Accordingly the following decisions are taken.

1.      Entire five lakhs employees of the Department of Posts shall go on indefinite strike commencing from the third week of February 2015.

2.      Date of commencement of the indefinite strike will be declared in a massive Parliament March to be held on 4th December 2014. 20000 Postal and RMS employees including Gramin Dak Sewaks and Casual, Part-Time, Contingent employees will participate in the Parliament March, which will be addressed by the leaders of PJCA and leaders of Central Trade Unions and JCM National Council Staff side.
