Joint DWC Meeting held on 11.7.2010 was a Grand Success.

Dear Comrades,

Today the Joint Divisional Working Committee Meeting as called vide AIPEU Class-III, AIPEU Postmen & Group-D, AIPEDEU joint notice No.AIPEU/DWC/01/10-12 dated 02.07.2010 successfully held at Jeypore(K) HO. The meeting started off at 11.00 hours with a grand presence of approximately 150 active members of three unions. Senior Comrade J C Choudhury presided over the meeting and conducted it very smoothly. 

Com. Purna Chandra Maharana, Divisional Secretary alongwith Com. Rajesh Rayapalli, Assistant Circle Secretary  were on dias with Com. B P Mishra, Treasurer, AIPEU Cl-III and Com. P Suresh Kumar, Ex-Divisional Secretary.

Com. L Bissoi, President, Com. Nilambar Naik, Divisional Secretary alongwith Com. Dasmant Gond, Treasurer were also on dias from AIPEU Postmen/MSE & Group-D. 

Com. J Kar, President & Com. Rajendra Prasad Sahu, Divisional Secretary were also on the dias representing AIPEDEU.

Apart from the postal members a good number of RMS staff were also participated in the said meeting and supported the strike with full heart.

At the very first outset, President and all the members paid homage to the departed souls of our Division with two minutes silent prayer.

Then after the agenda was discussed thoroughly step by step for all the three unions amongst all members. Various issues were discussed in the august house and effective solutions were discussed to sort out emerging and pending problems of employees of this Division. One of the highlight agenda item related to indefinite Strike call given by the NFPE CHQ, New Delhi to be held from 13th July, 2010 onwards was also discussed very comprehensively. The doubts raised by few members on the holding of strike were also clarified. At the end of the meeting a final decision was taken unanimously and collectively by all the members of the three unions to conduct the indefinite strike w.e.f 13th July onwards without fail. The strike will definitely be happen in our Division, if there is no call off declaration is made by the CHQ, New Delhi before 13th July.  We sincerely thank to all the members who attended the meeting from all the corners of this Division  even though in such a bad weather.

The office bearers of NFPE and it's affiliated unions have been invited by the Department to hold a discussion on strike on 12.07.2010 at New Delhi. If there is no positive result comes out of the discussion, then the strike will not be called off. But in the meanwhile we should  not stop ourselves from thinking about strike, rather we must continue mobilising the importance of this indefinte strike to all the employees of our Division widely. 

 We, therefore, request to all members not to be biased by any other thought or do not think to remain away out of fear. If we want to survive in future with self-respect, then we have no other option except strike. So, let us remain united and ready for the struggle.

Let us make the department standstill during the indefinite strike, so that the high level officers will be bound to fulfill our demands.

Expected DA Rate : 10% w.e.f. July,2010

Dear Comrades,

As per All India Consumer Price Index, the increased DA rate from July, 2010 onwards is expected to be 10% i.e. Total DA will be raised to be 45% if the price index for the month of June adds two more points.

Grant of Family Pension to the dependent family members of a Government Servant/ Pensioner reported missing

The Department of Pension & Pensioner's welfare has issued the following OM in the light of clarification regarding grant of family pension wherein it has been decided that the family pension/retirement or death gratuity to the eligible family members of a Government Servant/Pensioner reported missing and whose whereabouts are not known, may be sanctioned after a period of six months from the date of registration of an FIR with the Police. Subject: Grant of Family Pension to the dependent family members of a Government Servant/ Pensioner reported missing – Reg.

The undersigned is to invite a reference to this Department’s earlier OM No.1/17/86-P&PW dt. 29th August, 1986 and the subsequent clarifications issued Vide OM No.1/17/86-P&PW(E) dt. 18th February, 1993, OM No.1/17/86-P&PW(C) dt. 25th January, 1991 and OM No.1/28/04-P&PW(E) dt. 31st March, 2009, detailing therein instructions concerning grant of family pension to the eligible family members of the Government Servants/ Pensioners who have suddenly disappeared and whose whereabouts are not known, after a period of one year, or Government servants who have been kidnapped by insurgents/terrorists, after a period of six months, reckoned from the date of registration of the FIR with the Police Authorities.

2. The staff side of National council (JCM) have been raising for quite sometime the issue concerning withdrawal of the mandatory condition of one year prescribed in regard to sanction of family pension to the eligble family members of the pensioners who are reorted missing while on pilgrimage, tour etc. , and sanction the family pension to the eligible family members within a period of two months from the date of filing of the FIR with the Police. This demand of the Staff side is based on the premise that this kind of stipulation in the rules has been causing a great deal of hardship to the families of such missing pensioners.

3. The matter has been considered in this Department in consultation with Ministry of Finance (Department of Expenditure). It has been observed from the earlier instructions issued in this regard by this Department that the same do not make any distinction between the Government Servant and the Pensioner but cover both of them for the purpose of grant of family pension. It has accordingly been decided that the family pension/retirement or death gratuity to the eligible family members of a Government Servant/Pensioner reported missing and whose whereabouts are not known, may be sanctioned after a period of six months from the date of registration of an FIR with the Police. This, however, would be subject to the instructions regarding grant/disbursal of retirement or death gratuity, etc. as contained in this Department’s Om No. referred above.

4. This issues with the concurrence of the Ministry of Finance, Department of Expenditure vide their U.O No.367/EV/2010 dated 15.06.2010.

5. These orders, in so far as their applicability relates to the employees of the Indian Audit and Accounts Department, are being issued in consultation with the Comptroller and Auditor General of India, vide U.O. No. 43-Audit (Rules)/28-2009 dt. 21.06.2010.

Subject: Regulation of the Date of Next Increment in case of Extra-ordinary leave (without medical certificate) after implementation of the CCS(RP) Rules, 2008 -clarification regarding.

Consequent upon the implementation of CCS(RP) Rules 2008, the increments in the revised pay structure are to be regulated in terms of Rule 10 of the CCS (RP) Rules 2008. This rule states that 'there will be a uniform date of annual increment viz. 1" of July every year. Employees completing 6 months and above in the revised pay structure as on 1st July, will be eligible to be granted the increment."

2. The issue of regulation of date of next increment in case of EOL (without medical certificate) after implementation of CCS(RP) Rules 2008, has been examined in consultation with the Department of Expenditure.

3. It is clarified that except as provided under the conditions laid down in this Department's OM dated 18.2.1986, qualifying service of less than six months on account of EOL (without medical certificate) between 1" July of the previous year till 30th June of the year under consideration shall have the effect of postponing the increment to 1st July of the next year. The same stipulation will also be applicable to those cases where the increment became due on 1.7.2006. In terms of this Department's O.M. No. 13017/20/85-Estt.(L) dated 18.2.1986, EOL granted for the following purposes automatically counts as qualifying service for pension and for increments without any further sanctions:-

(i) EOL granted due to inability of a Government servant to join or rejoin duty on account of civil commotion.

(ii) EOL granted to a Government servant for prosecuting higher technical and scientific studies.

Subject:- Non-Functional upgradation for Officers of Organized Group 'A' Services in PB-3 and PB4.

A reference is invited to this Department OM of even No. dated 24.04.09 on the above subject. The details of batch of the officers belonging to the Indian Administrative Service who have been posted at the Centre in the various grades of PB-3 and PB4 w.e.f. 01.01.2006 was circulated in this Department OM of even No. dated 21.05.2009.

2. The matter has further been considered in this Department. As there is a slight change in the date of posting of first officer of IAS cadre in the Center after 01.01.2006 in the grades of Additional /Joint Secretary, a revised list in supersession of the list issued in OM dated 21.05.2009, giving the batch of the IAS officers who have been posted in the Centre in the various grades as well as the date of posting of the

first officer belonging to the batch is annexed. Necessary action may be taken for grant of higher scale for the Officers belonging to batches of Organized Group A Services that are senior by two year or more and
have not so far been promoted to that particular grade in accordance with the provisions of this Department OM of even number dated 24.4.2009.

Posting of Shri B G Satpathy - New SSPOs

Dear Comrades,

The Circle Office, Bhubaneswar vide Memo No. ST/2-34(3)/2010 Dated 01.07.2010 has issued order regarding posting of Shri B G Satpathy (Now SPOs, Keonjhar Division) as SSPOs, Koraput Division on adhoc basis for a period of 11 months. On joining of Shri Satpathy, the post of SSPOs, Koraput Division which has been downgraded to Gr-B cadre will be upgraded to JTS Gr-A cadre.
