DISCUSSION WITH POSTAL BOARD ON CHARTER OF DEMANDS FAILED

INDEFINITE STRIKE FROM 5TH JULY COMPLETE SUCCESS

Dear Friends and Comrades,

The Secretary, Department of Posts, along with the other Members of the Postal Services Board and Senior officers held discussion with the Central JCA Leaders on the Charter of demands on 06.06.2011 and 07.06.2011 at Dak Bhawan. On 6th some of the items in the charter was discussed. 7th discussion was mainly confined to the issues relating to the mails. The Postal Board took a stand that the reorganization initiated in the mails sector such as speed post hubs, first class mails hubs, delivery hubs etc are to be continued and they sought the full cooperation of the staff side. The staff side made it clear that we strongly oppose the implementation of speed Post hubs, first class mails hubs, delivery hubs etc which are being implemented as per Mckinsey recommendations. We made it clear that public mail is being badly delayed and the confidence of the public is eroding day by day due the unscientific restructuring of mails sector. The Postal Board went on repeating its arguments justifying the hub experiment. No consensus could be arrived AND HENCE THE TALKS FAILED.

The Central JCA leaders met after the discussion and took the following decisions.

1. No compromise can be made on issues affecting the very existence of the Postal Department. No closure of any office or introduction of Mckinsey recommendations in the mails sector such as hub system can be allowed as it will completely ruin the Postal department and will facilitate for the growth of private courier services.

2. Other demands of the charter of demands should also be settled to the satisfaction of the staff side.

3. The strike preparations should be intensified in all circles and divisions.

Strike notice will be served on 14.06.2011.

5. All India Joint Convention of JCA on 19.06.2011 at Chennai should be made a grand success. All Circle secretaries of NFPE, FNPO and GDS Union and also All India office Bearers should attend the All India Convention without fail. The venue of the convention is Sree Padmam Kalyana Mandapam, No. 6/2, Radhakrishnan Street, T. Nagar, Chennai – 600017, Near Pondy Bazar Bus stop, T. Nagar HPO.

6. The Central JCA will meet again at Chennai on 19.06.2011 with struggle greetings,

Letter to Circle Secretary regarding posting of regular SSPOs in Koraput Division

Dear Comrades,

The Regional administration has been requested time and again through many correspondences to post a regular SSPOs in Koraput Division, but no fruitful action has been taken by the regional administration till date. As such the AIPEU Circle Secretaries are being intimated about the fact through the following letter and have been requested to take up this serious issue with the circle administration for posting of a regular SSPOs in our Division.

EXTENSION OF PPF SCHEME UP TO POs WITH SANCTIONED STRENGTH OF 2+1 ('A' CLASS PO) W.E.F 1.7.11

Subject: - Extension of PPF Scheme up to Post Offices with sanctioned strength of 2+1 ('A' class post office) w.e.f 1.7.2011.

Sir / Madam,
The undersigned is directed to say that PPF Scheme was introduced by the Government through PPF Act 1968 and was initially made operational through designated bank branches. The Scheme was introduced up to Head Post Level w.e.f 1.1.1979 and further extended up to LSG Post Offices w.e.f 1.7.1988. A review has been undertaken in this office to expand its operations to other Post Offices and it has been decided to expand the operation of this scheme up to 'A' class post offices i.e where one SPM and 2 PAs are sanctioned

2. The scheme will be made operational in such post offices w.e.f 1.7.2011. It is pertinent to mention that the scheme is a centralized one under which second set of data is to be maintained in SBSO at HPOs like savings account and all functions like Opening of account, registration of nomination, Interest Calculation, Sanction of Loan, Sanction of Withdrawal, Closure Sanction etc. are to be done at HPO level.

3. It is requested to circulate this letter to all Head Post Offices and 'A' Class post offices along with sufficient copies of all related forms/ledgers so that no one can find it difficult to make the scheme operational. It may also be ensured that working strength of such post offices may not become single handed at any point of time. Copy of PPF Rules framed by Min. of Finance under PPF Act 1968 and PPF operative rules given in POSB Manual Vol-I are enclosed for circulation to such post offices.

This issues with the approval of Secretary Posts.

PAYMENT OF DEPOSITS/CERTIFICATES BELONG TO MINORS- A CLARIFICATION REGARDING.

Subject: - Payment of deposits/certificates belong to minors- a clarification regarding.

Sir / Madam,
The undersigned is directed to say that this office is in receipt of complaints regarding insistence of issuing cheques of maturity/premature value of deposits/certificates in the name of minors instead of guardians by some post offices when at the time of payment, the minor not attained majority causing hardship to the depositors/certificate holders.

2. This issue has been examined in detail in this office and based on the provisions made in Section 10 of the Government Savings Bank Act 1873 and Section 5 of the Government Savings Certificate Act 1959, following clarification is being issued:-

In case of accounts:-
Payment of deposits to minor or guardian:-

(a) In case of Minor Account opened by guardian on behalf of minor where at the time of payment minor not attained majority, all payments should be made to the guardian after taking prescribed certificate. In case, minor attained majority before date of payment, prescribed procedure for conversion of account from the name of guardian to the name of minor who attained majority should be followed and payment should not be made to the guardian.

(ii) In case of individual accounts opened by minors of the age of 10 years or above in Savings/RD/TD or MIS schemes, all payments should be made to the minor himself who made the deposits irrespective of minor attained majority or not.

In case of certificates:-
Payment of certificates to minor or guardian:-

(i) In case of certificates purchased by guardian on behalf of minor, where at the time of payment, minor not attained majority, all payments should be made to the guardian after taking prescribed certificate. In case, minor attained majority before date of payment, prescribed procedure for conversion of certificate from the name of guardian to the name of minor who attained majority should be followed and payment should not be made to the guardian.

(ii) In case of certificates applied by minor and issued in the name of minor, all payments should be made to the minor himself who applied for issue of certificates irrespective of minor attained majority or not.

3. It is requested to bring this clarification to the notice all post offices for strict compliance.

4. This issues with the approval of DDG(FS).

PROPOSALS FOR RELAXATION IN RECRUITMENT RULES

Subject: Proposals for relaxation

This Department has been receiving a number of proposals seeking relaxation in Recruitment Rules. It has been noticed that in a number of cases the proposals are not referred through a self-contained note leading to confusion/ ambiguity.

2. It is requested that the proposal for relaxation should consist of a self contained note indicating the name of officers, batch, period of relaxation1 shortfall, and justification for the same duly approved by competent authority. Reference to DOPT should be made at the level of Joint Secretary. The signed and issued copy of Seniority List of the grades and dully filled in Annexure IV in prescribe proforma may also be furnished with the proposal.

3. It is also requested that in addition to sending the hard copy of proposals. the proposals of relaxation may also be sent by email at usrr@.nic.in for the level of Senior Administrative Grade and above.

DoP announces Speed Post Home Collection, IMO in J&K

Srinagar, June 2 (PTI) With private courier services making fast in-roads into Kashmir's postal market, the Department of Posts today announced Speed Post Home Collection and Instant Money Order (IMO)' services in the valley in order to regain some of its lost market share. "We have started booking of Speed Post Home Collection and IMO services for the benefit of the people including tourists," Chief Post Master General Jammu and Kashmir Circle John Samuel told reporters here.

He said a speed post would be collected from the home of people and there is no need to visit any post office for the purpose. Elaborating on the new service, Samuel said Rs 12 would be charged for handling the posts within the city, Rs 25 across country and Rs 20 within Valley. The speed post will be delivered next day within valley. Samuel said the IMO Service is the easiest way to transfer money from one place to another and would be available at 27 Post Offices in the Valley. "Not only in India, even one can send money to foreign countries and the money will be transferred quickly to the Recipient," he said, adding, a form has to be filled-up and submit it with money at IMO Post office counter. "A 16 digit IMO number in a sealed condition will be given along with the receipt. Customer has to convey the confidential IMO number to the receiver who will present this number at any designated IMO Post Office and receive the amount," he said. He said the receiver would get the payment in cash up to Rs 50,000 or the payment would be transferred through his post office savings bank account in the same IMO office.

He said the General Post Office premises would have a post shop where stamps, inlands, envelopes and other stationery items can be procured. The old building of GPO in Srinagar is being renovated and will be restored as a heritage building, he said. GPO will have export centre where parcels can be booked for delivery in the country and abroad, he said. For the scanning of parcels, x-ray machines are being installed and a custom office will be opened, he said.

He said Post office is a link between 'Aaam Admi' (common man) and Postal System. An Automated Teller Machine (ATM) is being opened outside GPO to facilitate the people to withdraw hassle free money, he added.
