Sub:-LIMITED TRANSFER FACILITY TO GRAMIN DAK SEVAKS – CLARIFICATION THEREOF.
This has a reference to your office letter No.ST/120/RLGS/IX, dated 27th
Jan 2012 regarding issue of clarification on competent authority
empowered to allow limited transfer facility to the Gramin Dak Sevaks in
the light of revised instructions concerning powers & functions of
Chief Postmaster General/Postmaster General (Region) issued under this
Directorate letter No.33-1/88-PE-II dated 05th Dec 1989 read with para 4 of this Directorate letter No.19-10/2004-GDS dated 17th
Jul 2006, para 5 of letter No.19-10/2004-GDS (Part) dated 21-07-2010
and in particular the judgement of the Hon’ble CAT, Ernakulam Bench
dated 16th Feb 2009 in OA No.286/2008 wherein it was held
that the request of the applicant should not have been considered and
rejected by the lower functionary.

Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2012

NO.1 (1)/2012-E-II (B)Government of IndiaMinistry of FinanceDepartment of ExpenditureNew Delhi the 3rd April 2012Office MemorandumSubject : Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2012The undersigned is directed to refer to this Ministry’s Office Memorandum No: 1(14)/2011-E-II (B) dated 3rd Octover, 2011, on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government Employees shall be enhanced from the existing rate of 58% to 65% with effect from 1st January, 2012.2. The provisions contained in paras 3, 4, 5 of the Ministry’s O.M No.1 (3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government Employees.4. These orders shall also apply to civilian employees paid from the defence services estimates and the expenditure will be chargeable to the relvant head of the Defence Estimates. In regard to Armed foces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministyr of Railways respectively.5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consulation with the Comptroller and Auditor General of India.sd/-(Anil Sharma)Under Secretary
Postal services in JK State awesome : Samuel

Srinagar, April 03 (Scoop News) - Chief Postmaster General, J&K. John
Samuel, that Department of Posts Samuel today announced that there has
been 21 percent growth in Post Office Savings Bank business as compared
to the last financial year indications that Post Office is on its path
of recovery. He thanked the people of Jammu and Kashmir
for their overwhelming support to the postal services. Department has
also set a target of 25 percent growth during the current financial
year.
Indian Post to honour Cardinal Parecattil
Dear Comrades,
KOCHI: The postal department is set to honour the memory of Cardinal Joseph Parecattil, the first cardinal from Kerala. On the occasion of his birth centenary, the department will release a special postal cover on Tuesday.
It is the first time that the postal department is bringing out a cover in honour of a cardinal in Kerala. Union minister K V Thomas will inaugurate the function at Major Archbishop's House at 3 pm and will release the cover.
