Postal department to start banking services
Dear Comrades,
NEW DELHI: Moving a step closer to setting up a banking business, the
Department of Posts (DoP) has started scouting for a consultancy firm to
prepare a road map for the proposed ‘Post Bank of India’ (PBI).
The department has already carried out a feasibility study for setting up the Post Bank of India and has invited expression on interest from consultancy firms, domestic or foreign, to finalise the plans for the bank.
The DoP, according to an official document, “intends to obtain approval from the cabinet and licence from RBI for creation of a full-fledged bank (PBI).”
The consultancy firm will provide inputs on issues like the organisational structure of PBI, requirement of seed money and its relationship with post offices. The proposed PBI will provide banking services, including accepting of deposits from the public for the purpose of lending or investment.
The PBI will aim to “provide banking services with special focus on rural areas, ride on the Core Banking Solution which is proposed to be provided in all the post offices.”
PBI will also become an additional source of revenue generation for the DoP, besides creating a platform for financial inclusion programme of the government.
Currently, DoP operates seven small savings schemes through a network of 154,000 post offices. It has over 250 million account holders.

No plans to evaluate RTI Act: Govt
Dear Comrades,
The Government on Wednesday said it has "no" plans to conduct a detailed evaluation of the Right to Information (RTI) Act.
In a written reply in Lok Sabha, Minister of State for Personnel,
Public Grievances and Pensions V Narayanasamy said that a study was
conducted in 2008-09 to assess the key issues and constraints in
implementation of the RTI Act.
Based on the report, the minister
said, "The Government has taken initiatives to build the capacity of the
demand and supply side through trainings, an on-line certificate
course, and publication of guides on the Right to Information Act".
Narayanasamy said awareness generation has been undertaken through print, electronic and outdoor media.
Replying
to another question, he said, "In order to facilitate filing of RTI
applications in Central Government public authorities by Indians living
abroad, the Central Government has 'in-principle' agreed to start sale
of Indian Postal orders through Internet on payment in foreign
currency."

Sub: - Undue delay in settlement of agreed items of the strike charter of Demands.
Ref: - Our letter even no. dated 22.03.2012
Kindly refer to our
letter dated 22.03.2012 on the above subject (copy enclosed for ready
reference) where in we have brought to your notice the undue delay
taking place in settling the already agreed items of the charter of
Demands. It is regretted to inform you that evenafter a lapse of one
month no remarkable improvement has taken place and more or less the
position remains almost the same.
In view of the above,
notice is hereby given that the secretary Generals of NFPE & FNPO
and also all other General Secretaries shall be sitting on one day
hunger fast in front of the Dak Bhawan and also in front of all Chief
PMG offices on 21st May 2012, Monday from 10.00 AM to 05.00 PM demanding
settlement of the agreed items without any further delay. We hope that
the administration shall come forward to settle the issues amicably as
we do no intent to precipitate the issues further to a stage of
confrontation and direct action.

AICPIN for the month of March 2012
Dear Comrades,
All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of March 2012.
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of March, 2012 increased by 2 points and stood at 201 (two hundred one).
During March, 2012, the index recorded maximum increase of 7 points each
in Bhilwara, Vijaywada and Salem centres, 6 points each in Belgaum,
Ajmer, Ghaziabad and Mundakkayam centres, 5 points in 3 centres, 4
points in 6 centres, 3 points in 12 centres, 2 points in 19 centres and 1
point in 19 centres. The index decreased by 2 points in Tripura centre
and 1 point each in Darjeeling, Sholapur and Puducherry centres, while
in the remaining 8 centres the index remained stationary.
The maximum increase of 7 points each in Bhilwara, Vijaywada and Salem
centres is mainly due to increase in the prices of Rice, Wheat,
Groundnut Oil, Poultry (Chicken), Vegetable & Fruit items, Bidi,
Cigarette, Dhoti (Cotton), Saree (Synthetic), Shirting Cloth
(Synthetic), Trouser Cloth (Synthetic), Medicine (Allopathic), Toilet
Soap, Tailoring Charges, etc. The increase of 6 points each in Belgaum,
Ajmer, Ghaziabad and Mundakkayam centres is due to increase in the
prices of Rice, Wheat, Jowar, Groundnut Oil, Milk (Buffalo), Vegetable
& Fruit items, Tea (Readymade), Snack (Sweet), Snack (Saltish),
Firewood, Saree (Synthetic), Toilet Soap, Tailoring Charges, etc. The
decrease of 2 points in Tripura centre is due to decrease in the prices
of Rice, Wheat Atta, Fish Fresh, Onion, Vegetable items, Sweater, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad – 201
2. Bangalore – 206
3. Chennai – 187
4. Delhi – 185
5. Kolkata – 190
6. Mumbai – 204
The point to point rate of inflation based on CPI-IW(General) for the
month of March, 2012 is 8.65% as compared to 7.57% in February, 2012.
Inflation based on Food Index attained the level of 8.16% in March, 2012
as compared to 5.08% in February, 2012.
The CPI-IW for April, 2012 will be released on the last working day of the next month, i.e. 31st May, 2012.

Sub-Request for fixation of appointment with Circle Secretary & Divisional Secretaries under Berhampur Region (AIPEU, Group-C) to discuss on various irregularities in rotational transfer memos & mass scale transfer of staffs found in the recently released memos by the divisions.
Respected Sir,
There is serious resentment of staffs in the divisions under Berhampur Region being aggrieved with large scale transfer of staffs with out followance of Directorate guidelines. There has been massive violation of Rotational transfer guidelines, which we apprehended and communicated to the kindself through our earlier letters.
We urge upon for fixation of an informal meeting as soon as possible in the ensuing week with the Circle Secretary & all the divisional secretaries AIPEU, Gr-C under Berhampur Region for a detailed discussion on above subject and to avoid staff discontentment.

Red Salute to all on May Day
Dear Comrades,
International Workers' Day (also known as May Day) is a celebration of the international labour movement and left-wing movements. It commonly sees organized street demonstrations and marches by working people and their labour unions
throughout most of the world. May 1 is a national holiday in more than
80 countries. It is also celebrated unofficially in many other
countries.
India
The first May Day celebration in India was organised in Madras by the Labour Kisan Party of Hindustan on 1 May 1923.This was also the first time the red flag was used in India.The party leader Singaravelu Chettiar made arrangements to celebrate May Day in two places in 1923. One meeting was held at the beach opposite to the Madras High Court; the other meeting was held at the Triplicane beach. The Hindu newspaper, published from Madras reported,
The Labour Kisan party has introduced May Day celebrations in Chennai. Comrade Singaravelar presided over the meeting. A resolution was passed stating that the government should declare May Day as a holiday. The president of the party explained the non-violent principles of the party. There was a request for financial aid. It was emphasized that workers of the world must unite to achieve independence.
May Day is a nationwide bank and public holiday in India. The holiday is tied to labour movements for communist and socialist political parties. In Maharashtra and Gujarat, it is officially called Maharashtra Day and Gujarat Day respectively, since on this day in 1960 each attained statehood, after the old Bombay State became divided on linguistic lines.
