Samuel launches `Home delivery of parcels upto 8 pm’
Dear Comrades,
SRINAGAR, Nov 1:
Chief Post Master General, J&K State John Samuel said that as a part of
initiatives to improve postal services in the State, a new service “Home
Delivery of Parcel upto 8 pm”’ will be launched from today.
Inaugurating the service today, Samuel hoped this will revolutionize the postal services in Srinagar and will benefit the people in a big way. He further said that Department of Post witnessed more than 10 percent increase in the parcel business particularly in Kashmir and Ladakh regions. He announced opening up of Parcel Booking Centers in Lal Chowk, Srinagar and Karan Nagar Post Offices apart from Srinagar General Post Office shortly.
Speaking about the Festive Discount on sale of India Post Gold Coins, Samuel said that India Post Gold coin Service is available at Srinagar GPO and many other sale outlets.
The coins are of
0.5 gm, 1 gm, 2 gm, 5 gm, 8 gm, 10 gm, 20 gm and 50 gm, 7 percent special
discount will be provided to the consumers on the sale of gold coins during
this festive season from November 01 to December 31, 2012.

Project Arrow can modernise the department of posts
Dear Comrades,
One minister, one department, one contract, one winner - but many
lobbies. This, in essence, sums up the reason why Project Arrow, which
sought to change the face of India's department of posts
(DoP) - a department that normally does not figure in the vision of
most policymakers and decision-takers - appears to have gone into a
limbo. It is also a project that the Union government hoped would take
inclusive growth in the country to another level.
At the heart of this modernisation project was the Core System
Integrator (CSI) contract for which three companies - HP, TCS and HCL
Technologies - had been shortlisted. In fact, it was in January this
year that the technical evaluation for the project was completed and HP
emerged the lowest bidder. But doing business in India is never easy, as
has emerged in the recent round of corruption scandals that are rocking
the government.
And, this becomes especially difficult for a department that does not make too much news. What is perhaps more inexplicable in declaring the winner is the fact that of the eight request for proposals (RFPs) the government had invited for modernising and upgrading the DoP, it is this project that the other seven contracts will ride upon.
It is a project the DoP itself appears unclear about on how it will take its services and products to a new level as the committee appointed to decide the tender is strongly supporting the decisions taken, but another group keeps pushing for referring the matter repeatedly to the ministry of law. This is all the more surprising since the terms and conditions for the project were first outlined in 2008.
It is because of this uncertainty or deliberate 'delay in decision-making' that the CSI project has been referred to the ministry of law for its opinion three times and got three varying responses - and now, DoP may need to engage a legal consultant to handle the 'back and forth' with the ministry of law.
Earlier, 18 MPs from varying constituencies had written identical technical papers opposing the decisions being taken by the committee, kick-starting the merry-go-round with the ministry of law.
For an organisation that has a predominantly rural network - over 1.39 lakh post offices are in rural areas, with only around 16,000 in urban areas - Project Arrow sought to achieve a big increase in both customer satisfaction and employee satisfaction with India Post.
It envisaged a pan-India network that would be flexible enough to support future applications, leading to greater accountability and productivity through the use of technology and improved working conditions. Drawing heavily on the report of an expert committee under the chairmanship of Ajay Shah of NIPFP, the government sought to synergise technology, banking and postal services to achieve the larger aim of financial inclusion.
But for the DoP to be able to provide such self-sufficient, efficient and cost-effective services, it needs to introduce several technological innovations, all of which appear to have got mired in a controversy.
While the department is looking at various solutions as a part of its modernisation drive and to increase its operational effectiveness, it is the delay in decision-making on the core system integrator that is rendering the whole move ineffective.

No ease of access for disabled to post offices

NEW DELHI: Gulmohar Park's post office exists in the basement of DDA
market, down a flight of stairs in a structure with no ramps or lift.
That, however, hasn't deterred the south division of the India Post from
declaring it "barrier-free" in its reply to an RTI enquiry filed by Dr
Satyendra Singh, professor of physiology at University College of
Medical Sciences and doctor at GTB Hospital.
Singh, himself disabled, filed a query under RTI Act in July requesting information from the postal department on the levels of accessibility at Delhi post offices. The reply is worrying as many first-floor post offices have no lifts and many of those declared "barrier-free" have stairs leading to them.
South division claims 65 of their 67 post offices (including Gulmohar Park's), are "barrier-free". The ones at Chittaranjan Park and Kailash Colony, it admits, are on the first floor "without any facility of lift". South division also claims that "ramps have been constructed for free movement of wheelchairs" and "height of all the counters has been lowered for easy access".
West division, too, claims "all the post offices of this division are easily accessible and barrier-free". "The two post offices in Rajouri Garden are both on the ground floor. The one in Janta Market has a very high pavement in front of it and the one in the main market is on a narrow and potholed bylane frequently flooded by sewage water and is slippery. A visually-impaired person can't reach that one," says Singh. The postal department didn't reply to his queries immediately but responded only after a first appeal was filed.
Singh travels 10 kilometers to Vasundhara, Ghaziabad, to send a speed post as the post offices closer to home all are inaccessible. "We only have impairments, it's the society which makes us disabled," he says.
North division runs 81 post offices of which 14 are above ground-floor or occupy multiple-floors. As per the division's own admission, "there is no provision of lifts in any post office building". However, the division had written to the executive engineer, postal civil division, for providing assistance as per the Disability Act, in seven post offices (including Ashok Vihar, Civil Lines, Malka Ganj and Rohini Sector 7) first in January 2009 and again in July and September, 2010, "but the needful has not been done yet". Southwest division runs 60 post offices, mostly from rented buildings, and 46 of them don't have ramps for wheelchairs. None of the post offices in the southwest division are on the first floor.
In central division, four post offices are operating from first-floors, "without having the lift" or any "separate arrangement for the people with disability". East division, too, states that "no post office under this division is with the facility of lift" and "no facilities were provided" for people with disability on POs above ground-floor. They say that barring seven post offices (at Krishna Nagar, Azad Nagar, Old Seemapuri, Mayur Vihar, Shahdaramandi, Gandhi Nagar Bazar and GTB Hospital), the rest of their 62 offices are "accessible to all persons with disabilities". Apparently, the stairs (without even handrails) at the PO in Jhilmil Industrial Area are not a barrier.
In the first question, Singh had sought "accessibility status" and explained what he meant by adding parenthetically, "whether accessible/barrier-free or not to persons with disabilities". holding the Postman / Mail Guard Examination on 20.01.2013 and MTS Examination
on 27.01.2013 were issued respectively in pursuance of examination schedule
communicated vide Directorate letter no.A-34012/01/2011-DE, dtd.8.10.2012.
In the
meantime, the Directorate vide letter no.A-34012/01/2012-DE, dtd.19.10.2012 has
withdrawn its earlier letter no.A-34012/01/2012-DE, dtd.8.10.2012 mentioning
that instructions issued by the Nodal Branch Staff Section of the Directorate
vide letter no.45-2/2011-SPB.I, dtd.18.10.2012 are to be followed in the matter.
In view of the above, the notifications issued by this office on 15.10.2012
as mentioned above for holding the Postman /Mail Guard Examination on
20.01.2013 and MTS Examination on 27.01.2013 are hereby withdrawn. The schedule
of activities mentioned in the notifications may be ignored.
Fresh
notification for holding the Postman / Mail Guard and MTS Examination will be
issued in due course.
