Postal department can help bring about financial inclusion - Sachin Pilot

As junior minister for communications and information technology, Sachin Pilot is closely involved with telecom policy, besides overseeing the 150-year postal department. In an interview, the 33-year-old Congress parliamentarian from Ajmer spoke about the United Progressive Alliance (UPA) government’s plan for the postal department, and its new telecom policy that will allow for mergers and acquisitions in the sector and for sharing and trading in air waves.

How is the postal department making use of the progress in communication technology for services beyond delivering letters, such as for money transfers?

The department of post is a very old department, a very crucial part of our cultural heritage, our nationalism. As of today, we have 155,000 post offices, and a majority of these post offices, in fact 90% of them, are in rural areas.

With 800 million Indians using mobile phones, Internet services and new forms of technologies, the traditional volume and revenue streams of the department are on a steady decline. We need to re-innovate, explore new avenues for our earnings.

The network is crucial. We are trying to computerize it. We are also offering services —insurance services and financial services. We are trying to make sure that utility bills can be paid from there, railway tickets can be issued from there, to increase its foothold. The idea is to make it a strong, economically dynamic organization. We are working on re-training the skills of the people in post offices.

How do you see the postal department playing a role in the UPA government’s goal of achieving financial inclusion?

Initiating changes: Pilot says the new telecom policy will allow for mergers and acquisitions in the sector.

India is a country that has grown in the last decade at 9% GDP (gross domestic product) and the need of the hour is financial inclusion. It’s probably not practical for all the banks to have branches in the 650,000 villages we have today for equitable distribution of financial goods and services.

Post offices have a physical presence in every nook and corner of the country. We are trying to synergize between the financial services sector and the trust and the faith and the sanctity the department carries... So the department of post, with its presence and skilled employees, can become the agent of change to bring about financial inclusion. So, financial inclusion, expanding the scope of these institutions to have banking systems inculcated in our services, is the objective of the department.

Ten years down the line, what do you see as the role of the postal department, given the advances in communication technology?

We will probably be doing more services in a digitized format. India has 22 official languages. In my ministry, information technology, we have encouraged people to have the local content, local language and those software applications can be used to deliver these services—financial banking, postal services, etc. The department of post is very well placed to reap the benefits of the culmination happening in ICT (information and communication technology).

As the presence of the postal department is so wide, we can use them not just for NREGA (National Rural Employment Guarantee Act) payment, which currently happens through post offices in some villages, for other social sector schemes, too.

There is a growing anger against politicians, especially among youngsters. What role can a politician like you play here?

The perception about politicians certainly needs to change. We will have to encourage people who are upright, honest and who are working with some conviction (in politics). I believe as politicians, we will have to live as examples. We have to inculcate faith in the political system. Younger people taking up that role helps in establishing that faith...

I don’t think there is anything wrong in having a transparent system. If it brings out the not-so-good side of our system, so be it. Let’s not be in denial. Let’s fight it (corruption), let’s confront it and uproot it. That’s the message we want to convey. As far as the government is concerned, it’s been our policy that if anyone is found in any wrong conduct, misconduct or omission, he or she would be taken to task.

The telecom ministry is in the news for the wrong reasons (controversies over the irregularities in second-generation spectrum allocation). What are the other initiatives the ministry has taken in the recent past?

What we have been able to do is to provide the cheapest call rate on the planet. What we have been able to do is to add 18 million subscribers every month. What we have been able to do is create the world’s second largest telecom market. What we want to do and we will do is to have a new telecom policy... The new telecom policy will come out in a few months. We have been making sure that all the stakeholders are brought for discussion.

The government must realize reasonable revenues for its resources, which is spectrum. Very soon, we will decide on a mechanism to price it. We must also ensure robust growth for the industry. We don’t want to kill the industry with our new policy. The third and most important aspect is that our people should have the best quality of services at the cheapest price. These three will form the pillars of the telecom policy.

It will be transparent, above board and will have everyone’s interests in mind. We are going to allow mergers and acquisitions to take place. But we have mandated that each circle should have at least six players to operate to allow good competition. We have talked about spectrum sharing, spectrum trading, uniform spectrum charges. We will soon take a decision.

Over 2.70 lakhs Gramin Dak Sevaks to get Post Retirement Financial Security

The Service Discharge Benefit Scheme Launched on 3rd May, 2011 by Sachin Pilot.

Over 2.70 lakhs Gramin Dak Sevaks (GDSs) may rest assured for their post retirement financial security with absolutely no expenditure or investment on their part. The Department of Posts, Government of India will deposit Rs. 200 per GDS per month involving an annual expenditure of about Rs. 70 crores to provide for the financial security of the GDSs and their spouses after retirement from the service at the age of 65.

The issue of securing the retired life of GDSs had been engaging the attention of the Government of India for quite some time. This finally came to fruition today with the launch of Service Discharge Benefit Scheme (SDBS) by Shri Sachin Pilot, the Union Minister of State for Communications & IT at Gurgaon.

The new social security scheme has been designed to benefit the GDSs working mainly in rural, remote and far-flung areas across the country. This Scheme will be operationalised utilizing the platform of the NPS-Lite of the New Pension Scheme of Pension Fund Regulatory and Development Authority (PFRDA). Some modifications in the NPS-Lite Scheme have been made under the SDBS to suit the needs of GDSs.

The contributions deposited on a monthly basis by the Government on behalf of each GDS will constantly grow through investments in different schemes/securities by the Pension Fund Managers (PFM) appointed by PFRDA. 40 per cent of the accumulations at the time of normal exit at 65 years of age of GDS will be invested to purchase an Annuity which will ensure that the Ex. GDS or his/her spouse gets an monthly Annuity throughout their life. The GDS as a beneficiary will receive the balance 60 per cent of the accumulations in lump sum to meet his or her financial requirements as per their choice.

The GDSs are backbone of the Postal Department and are responsible for running the rural network of post offices. The Department of Posts has been committed to the welfare of such important constituent of postal human resources. The Service Discharge Benefit Scheme launched in Gurgaon today will go a long way in providing financial and social security to GDSs after retirement. Shri Sachin Pilot said this while launching the scheme by giving away the PRAN (Permanent Retirement Account Number) cards to selected GDSs. Shri Pilot said that the post offices are extremely important for providing communication in remote and far-flung areas. But most importantly post offices have adapted themselves to the changing needs of the time and have emerged as a hub for financial and retailing services in rural and remote areas. Being a Government network, the post offices command trust of the local communities and as such their vast network capital is now being increasingly leveraged to provide a large number of social security and other G2C services, said Shri Pilot on the occasion.

Smt. Radhika Doraiswamy, Secretary, Department of Posts said that it has been an increasing concern to put in place the new Scheme which had come in lieu of the existing Severance Amount Scheme. The new Scheme is a result of recommendations of Narayana Murthy Committee. The existing GDSs have the option to join the new Scheme or continue under the Severance Amount Scheme as per their choice. The new Scheme is, however, mandatory for the GDS engaged on or after January 01, 2011, said Secretary (Posts). Of 2.73 lakhs GDSs, 1.53 lakhs have already opted for the SDBS and 1.35 lakhs have already received their PRAN Cards. Smt. Doraiswamy observed that it is expected that most of 2.73 GDSs will soon opt for the new Scheme which is more comprehensive than the existing one. She highlighted that the most important aspect of the Scheme is that it does not involve any expenditure on the part of GDS and provides for their financial security after retirement.

Other salient features of the Scheme are:
(a) All regularly engaged GDSs are eligible to join except those who are left with three years or less than 3 years of service as on 1.1.2011.

(b) Only Government shall contribute @ Rs.200 per month for each GDS enrolled under the Scheme. GDS is not required to make matching contribution.

(c) The Severance Amount Scheme @ Rs. 1500 for each completed year of service, shall continue to exist for those GDSs, not opting to join SDBS.

(d) Enrollment under SDBS shall be done by Central Record Keeping Agency (CRA): National Securities Depository Limited (NSDL).

(e) Pension Fund Regulatory and Development Authority (PFRDA) is the Nodal Agency for SDBS.

(i) On permanent absorption in regular departmental posts, the accumulations under SDBS shall be transferred to the GDS beneficiary’s Permanent Retirement Account under New Pension System.

(f) (i) The GDS can exit at any point of time after attaining the age of 58 years. He can withdraw 20 per cent of the accumulation and has to invest 80 per cent of the accumulation for purchase of life annuity.

(ii) At the time of the discharge from the service, at the age of 65 Years, the GDS would be required to invest a minimum of 40 per cent of the accumulation to purchase a Life Annuity and the remaining 60 per cent of accumulation can be withdrawn in lump sum for meeting his/her financial requirements as per his/her own discretion.

(iii) However, there shall be no restriction on purchase of life annuity exceeding 40 per cent of the accumulation.

(g) The Cost of management shall be borne by the Government.

Officials to face action for refusing postal orders as RTI fee

The government has decided to impose a penalty on officials who do not accept postal orders as fees for getting information under the Right to Information Act.

The Department of Personnel and Training has issued a circular in this regard. It has been brought to the notice of this Department that some public authorities do not accept fees through the Indian Postal Orders (IPO).

"Refusal to accept fees through the IPO may be treated as refusal to accept the application. It may result into imposition of penalty by the Central Information Commission on the concerned Central Public Information Officer," the circular issued to all ministries or departments under the Government of India said.

"All the public authorities should, therefore, ensure that payment of fees by IPO is not denied," it said. Any citizen can seek information from government run departments by exercising his Right to Information by making a payment of a fee of Rs10 by cash or demand draft or banker's cheque or postal orders, it said.

May Day can refer to various labour celebrations conducted on May 1 that commemorate the fight for the eight hour day. May Day in this regard is called International Workers' Day, or Labour Day. The idea for a "workers holiday" began in Australia in 1856; after a Stonemason's victory, April 22nd was "Eight-Hour Day", a public holiday. With the idea having spread around the world, the choice of May 1st became a commemoration by the Second International for the people involved in the 1886 Haymarket affair.

The Haymarket affair occurred during the course of a three-day general strike in Chicago, Illinois, United States that involved common laborers, artisans, merchants, and immigrants.Following an incident in which police opened fire and killed four strikers at the McCormick Harvesting Machine Co. plant, a rally was called for the following day at Haymarket Square. Towards the end of the rally, as police moved in to disperse the event and opened fire on the unarmed crowd on the plea that an unknown assailant threw a bomb into the crowd of police. The bomb and resulting police riot left at least a dozen people dead, including one policeman. A sensational show trial ensued in which eight defendants were openly tried for their political beliefs, and not necessarily for any involvement in the bombing. The trial led to the eventual public hanging of four anarchists.The Haymarket incident was a source of outrage from people around the globe. In the following years, memory of the "Haymarket martyrs" was remembered with various May Day job actions and demonstrations.

May Day has become an international celebration of the social and economic achievements of the labour movement. Although the commemoration of May Day as International Workers' Day received its inspiration from the United States, the U.S. Congress designated May 1 as Loyalty Day in 1958 due to the day's perceived appropriation by the Soviet Union. Alternatively, Labor Day traditionally occurs on the first Monday in September in the United States. People often use May Day as a day for political protest, such as the million people who demonstrated against far-right candidate Jean-Marie Le Pen in France, or as a day for protest against government actions, such as rallies in support of undocumented workers across the United States.

LGO Exam 2011 is to be held on 04.09.2011

Limited Departmental Competitive Examination (LGO), 2011 for Postal/Sorting Assistants of Divisions for the vacancies of the year 2011 will be held on 4.9.2011 (Sunday). The Directorate, New Delhi vide letter No.A-34012/2/2011-DE dt. 26.4.11 has communicated this postponement of examination which was earlier scheduled to be held on 29.5.11.


Work stalled in post offices over arrest

Jorhat, April 28: The head post offices of Jorhat, Golaghat and Sivasagar districts were paralysed today as employees abstained from work, protesting the arrest of 11 colleagues of the Jorhat post office, including the postmaster, on Wednesday.

The employees were arrested after police recovered 115 Common Entrance Examinations forms (for engineering and medical) along with 20 envelope covers (without forms inside) from the official almirahs and drawers of the employees. The post office authorities had claimed that the entire stock of 1,200 forms had been distributed.

The examination, to be conducted by Dibrugarh University, is scheduled for May 21 and 22. Six employees were arrested from the Jorhat head post office in the afternoon, while five others named in the FIR lodged by the district administration, surrendered at Jorhat police station last night.

A case (262/11) had been registered under Sections 188, 167 and 418 of the IPC. Five were granted bail last night itself while six others were questioned and are expected to be granted bail by this evening. Many people, who came to the post offices for various transactions, including a large number of candidates who came to deposit the forms, were seen waiting outside the Jorhat post office late till 2pm today, after which the main entrance door of the office was opened.

However, the forms were not accepted today and the authorities said the same would be done from tomorrow by allotting separate counters. The last date for submission of the forms is May 4. Though the employees had called for ceasework till 1pm today in the three head post offices of the districts, work started only after 2pm.

Secretary of the Sivasagar circle unit of the All India Postal Employees’ Union, Dhrubajyoti Hazarika, said the ceasework decision was taken to protest against the “unjust arrest” of the employees. He said the employees had never kept aside the forms with any wrong intention, but for their own wards or close relatives and friends. He denied there was any “black” sale of forms.

“As they (the post office staff) had no time to stand in the queue, a handful of forms was kept aside. All the forms were bought by paying the usual amount,” Hazarika said. He also said the employees today wore black badges as a form of protest. The Jorhat district unit of the All Assam Students’ Union (AASU) expressed its concern over yesterday’s incident and suspension of work today.

Dhrubajyoti Hazarika, the AASU general secretary (Jorhat district unit), said the employees should not support those involved in malpractice. Yesterday, parents and candidates, who did not get forms, were not convinced with the authorities’ announcement that the forms were over.

They approached the Jorhat deputy commissioner, who deputed an additional deputy commissioner along with an executive magistrate. A police team searched the offices and recovered the forms. Later, all the 115 forms were re-issued by executive magistrate Lisa Talukdar to other candidates.

Stamp to mark Pope John Paul’s India visit silver jubilee

Thrissur (Kerala), April 29 (IANS) Indian postal department will Sunday release a special stamp to commemorate the 25th anniversary of then Pope, John Paul II’s visit to the country.

The ‘Special Day Postal Cover’, released in association with the archdiocese of Thrissur, depicts a frontal view of the Basilica of Our Lady of Doulours, Thrissur. The cover also has a postal cachet mark (design) of the rostrum used by John Paul II during his visit to Thrissur.

Chief Post Master General (Kerala circle) Shobha Koshy will release the stamp by presenting the first cover to Reverend Andrews Thazhath, archbishop of Thrissur. A stamp and coin exhibition also began Friday in the basilica premises to mark the occasion. It will last will Sunday.
