GIST OF DISCUSSIONS
The 4th meeting of the National Anomaly Committee was held on 5th January, 2012.  All the items could not be discussed on that day.  The meeting was postponed and the same was held today on 17th July, 2012.  The gist of discussions and decisions are given hereunder. 
 
Item No.1. Pay band of the merged pay scales: The demand to reconstruct the pay band in respect of merged pay scales (S8 to S10) by multiplying the minimum of the highest pay scales (6500-10,500) with 1.86 by virtue of which the pay band will commence with Rs. 12100 instead of 9300 is not agreed and as per the scheme disagreement has been recorded.

A kind reference is invited to this office letter of even no. dated 26.04.2012 wherein additional guidelines on recruitment of GDS BPM/Other GDS were prescribed in addition to the existing Directorate guidelines. In this connection I am directed to intimate that the additional guidelines issued by this office are withdrawn with immediate effect. Recruitment of GDS in all cadres will have to be done in accordance with DG’s instructions. You are further requested to circulate this among all concerned including the sub-appointing units/IPs & ASPs for their information.

Preamble
Postal services originated out of the need for conveying the written word. They evolved over the ages, and grew in scope, spread and complexity. The post, today, is a ubiquitous network which serves the world by connecting individuals and communities, promoting trade and commerce, and reaching financial services to the common man.
Despite the advent of the digital revolution, post is still the most economical and accessible among the different modes of communication available to the public. The mandate of the postal sector is three dimensional - being a channel for moving information, goods and money. This mandate makes postal services a tool of development, an enabler of commerce and a facilitator of the aspirations of the people.

Court orders General Post Office to compensate account holder

Dear Comrades,

The Senior Post Master at the General Post Office in Sector 17 has been directed by the UT Consumer Forum to compensate a HUF account holder whose account was extended without his permission for a period of five years, but who was denied interest on the amount deposited in the account. 

The complainant, Ram Niwas Singal, a resident of Sector 15, had a PPF (Public Provident Fund) account as Karta (custodian) of HUF (Hindu Undivided Family), which was transferred from Hisar to Chandigarh in December 1999. It matured in April 2005 and the bank extended the account of Singal for a further period of 5 years. He was not asked to fill and sign any form pertaining to that, but the subscription of Singal was accepted upto March 2010. 

According to Singal, he was informed that he was not entitled to the interest after April 2005, in view of the instructions of Ministry of Finance, by which the HUF account cannot be extended beyond the period of maturity and in case of irregular deposits, no interest will to be paid. As a result, he was not given interest on the amount of Rs 2,50,000 from February 2006 to January 2011. 

According to the judgement, the date of opening of the account was wrongly fed into the computer by the postal authority, leading to the confusion and it was adjudged that the post office had not given any valid reasons for non-payment of interest, which is illegal and a deficiency in service on the part of the post office.

Index Numbers of Wholesale Prices in India (Base: 2004-05=100)

Review for the month of June, 2012

The official Wholesale Price Index for ‘All Commodities’ (Base: 2004-05 = 100) for the month June, 2012 rose by 0.2 percent to 164.2 (Provisional) from 163.9 (Provisional) for the previous month.

INFLATION

The annual rate of inflation, based on monthly WPI, stood at 7.25% (Provisional) for the month of June, 2012 (over June, 2011) as compared to 7.55% (Provisional) for the previous month and 9.51% during the corresponding month of the previous year. Build up inflation in the financial year so far was 1.99% compared to a build up of 2.41 % in the corresponding period of the previous year.

Thanks to India Post, the Rakhi could now be sent to its destination in a specially designed envelope. What's even more interesting is that girls and women will not have to wait for long to send in their letters. Lucknow's General Post Office would be starting a special counter for handling Rakhi-related posts.

Successful Joint Divisional Working Committee Meeting held at Jeypore on 15.7.2012

It is indeed a great support from all the AIPEU comrades of Koraput Divisional Branch from all cadres to make the Joint Biennial Divisional Conference a grand success which was held in April, 2012. To terminate the role of reception committee and to formally introduce the newly elected executive body and all the office bearers; the Reception Committee Meeting followed by the Joint Divisional Working Committee Meeting of AIPEU Group-C, AIPEU Postmen & GR-D and AIPEDEU (GDS) of Koraput Divisional Branch was held in Jeypore on 15.07.2012 in presence of hundreds of comrades from every corner of Koraput Division making it a great success.

The burning problems of the employees of Koraput Postal Division as well as organizational position were discussed therein in detail and it was decided to further intensify the measures for eradication of such problems and to adopt procedures in a joint manner so as to bring solutions to the problems of our comrades at the earliest. The schedules of upcoming meetings will be decided and intimated later on.
