Hold demonstrations on 30.12.2015 in front of all offices and Submit copy of the Charter of Demands to Head of offices for onward transmission to Cabinet Secretary.


Conduct three days Dharna at all state capitals and Industrial Centres/Establishments on 19th, 20th & 21st January 2016.


NJCA will meet on 8th February 2016 to decide the date of commencement of indefinite strike.

Ms. Kalpana Rajsinghot, PMG, Berhampur was on official tour to Koraput Division

Dear Comrades,

          Ms. Kalpana Rajsinghot, Postmaster General, Berhampur Region, Berhampur was on official tour to Koraput Division for annual inspection of Divisional office as well as visited few MDG/SOs and BOs on 9, 10th & 11th Dec, 2015.





          The Divisional Secretaries of AIPEU Group-“C”, Postmen, & MTS and AIGDSU met Postmaster General, Berhampur at Divisional office, Jeypore(K) on 10th Dec 2015 with the following memorandum. A brief discussion was held between Postmaster General and our union representatives on each point, she considered our genuine problems and responded in a positive manner. The meeting was very fruitful. Accordingly she issued a good no. of directives to take necessary measures for solving the pending issues. The memorandum submitted to the Postmaster General is furnished hereunder.

MEMORANDUM
We, on behalf of AIPEU Group-C, Postmen & MTS and AIPEDEU, Koraput Divisional Branch, Jeypore do submit this memorandum to the hon’ble Postmaster General, Berhampur Region, Berhampur to kindly take positive measures on the unavoidable problems and vital issues of this Division.
Group-C
1.     Action is requested for de-quarterization of dilapidated and damaged Post attached quarters in Koraput Division and allowing payment of HRA from the date of joining.
Such buildings are practically inhabitable and staying therein is a threat to the life of the employees. Example: Koraput R.S. S.O., Gunupur SO, Padwa S.O., Chitrakonda S.O., Semiliguda S.O., Jharigam S.O., Dongerbheja S.O., Lachipeta S.O., Machkund S.O., Jolaput S.O. and Saradhapali S.O. etc.

2.     Action is requested to take welfare measures for the employees by sanctioning all the pending TA bills, CEA, LTC, OTA & Medical bills.

3.     Action is requested for timely grant of leave to the needy employees which is not done rather partiality is being shown while granting to leave to particulars employees.

4.     Action is requested for construction of Departmental building and staff quarters at Malkangiri, Gunupur (Marathiguda) and Sunabeda-2. Also it is requested for construction of a permanent record room (including PLI/RPLI) and recreation club room for Jeypore(K) HO.

5.     Action is requested for AMC for regular maintenance of Computers/Printers/Gensets/UPS etc. New computer systems with its peripherals including printers may kindly be supplied to all needy POs replacing old systems/printers. A few set of PCs and printers may kindly be kept as back up at Divisional office to be used in cases of complete system failure at POs. Standard and required furnitures/stationeries should be supplied to each PO as per their need.

Postmen & MTS
1.  Action is requested to create Postman post at Kotpad SO, Umerkote and Semiliguda. 
GDS
1.     Cycle maintenance allowances and office maintenance allowances are not paid to the eligible GDS employees.  Combined duty allowances/House rent are not paid to the GDS employees where the BPM/MD/MC posts are lying vacant since years together and it has been observed that they are being ordered to work in another BO which are beyond 15-20 Kms away from his/her parent BO. Action is requested for payment of such allowances as well as to fill up all vacant GDS Posts in Koraput Division at the earliest.
2.     Action is requested not to allow outsiders on daily wage basis instead GDS employees should only be brought to such duties.

Common Item
Action is requested for early supply of Identity Cards to all the employees (Gramin Dak Sevaks, Postman & MTS and Group-“C”) of Koraput Division keeping in view of grave Naxalite / Maoist situations.

NJCA MEETING DECISION
INDEFINTE STRIKE FROM 1ST WEEK OF MARCH 2016

Meeting of the National Joint Council of Action (Railways, Defence and Confederation) was held on 08.12.2015 at JCM National Council Staff Side office, New Delhi. Detailed deliberations on 7th CPC related issues (including Gramin Dak Sewaks and Casual, Contract and daily-rated workers) was held and a Common charter of demands was finalized. It is further decided that the NJCA shall go on indefinite strike from the 1st week of March 2016, if the Government fails to reach a negotiated settlement with the staff side before 1st week of February 2016. A letter intimating this decision will be given to the Government shortly along with the common charter of demands. Letter to Government and charter of demands will be published in the website within two days.

ALL OFFICERS OF POSTAL SERVICES BOARD AND BOTH SECRETARY GENERAL & GENERAL SECRETARIES OF BOTH FEDERATIONS PARTICIPATED IN THE MEETING.
