PLI Mela on 4.11.2012 in entire Odisha Circle

No.   LI/Misc-2/09-10/Ch-IV dated at Bhubaneswar the 05.10.2012.

In supersession of this office memo of even No. dated 25.09.2012 and followed by corrigendum dated 28.09.2012 with regard to holding one PLI Mela in entire Odisha Circle on 04.11.2012, the following guidelines are issued afresh.

1.      Venue and Date of Mela (PLI) Divisional Headquarters on 04.11.2012.
2.      Participants:
a)      All IP/ASP of Postal and RMS Divisions of the Division/RO/Circle, having registered code number.
b)      All Direct Agents (PLI). Those Agents who have taken Examination on 23.09.2012 will also be asked to come with proposals.
c)      All Registered FOs attached to Divisions.
d)     All PLI Sales force of the Division/RO/CO who have been allotted PLI code number up to 25.09.2012.
e)      PAs who have been trained in marketing on 07.05.2012 to be allotted code numbers after such training, must attend Mela with proposals.
f)       DOs attached to Divisions.
g)      All GDS who have been allotted PLI code numbers for procuring business.
h)      All SAs/Mail Guards/Mail Man who have been allotted code numbers by Divisional Heads up to 25.09.2012.
3.      Initial operation:
The Divisional Heads/Regional Heads will be required to give a wide publicity to this circular, down to the level of BOs/SOs not later than 12th October, 2012.
4.       Target:
a)      All categories of sales force/marketing staff outlined above should bring at least 25 PLI proposals out of which 5 must be of high value policies (i.e. more than 10 lakh). The overall achievement of PLI policies per Division should not fall below 1500, on the day of Mela.

5.      Miscellaneous:
a)      Since the Mela is held on a Sunday all Divisional Heads will compensate the Departmental staff by allowing a “suitable off” along with regular “entitlement of TA/DA”.
b)      The DAs will be paid direct journey fare from their residences for the day (to & fro).
c)      Divisional Heads will arrange for Tea/snacks/lunch during the Mela
d)     The funds can be immediately met by taking advance from HO under PLI Head, till extra funds are made available to them under “A & P” Non-plan Head. But no Divisional Head will be allowed to postpone this activity on the plea that funds are not available.
e)      The concerned agents/DOs/FOs/DEs of all types can be required to feed their own data in system either at HO/Divisional Office immediately after proposals are accepted by Division office within 15 days of the Mela is over.
f)       After the end of the Mela the Divisional Heads /Regional Heads will submit the proforma report latest by 31.10.2012 as prescribed below, showing grand total of policy details.

g)      Since Chief PMG desires that the Circle is targeting to achieve the shortfall at one go the Regional PMsG may take prompt action to organise PLI Mela in respect of their all Divisions at one go also.

1.      The PMsG Berhampur/Sambalpur ROs. Since one workshop of each RO is overdue the same may be conducted as early as possible.
2.      All Divisional Heads of the Circle. In the mean time all the incentives/honorarium of the sales force specifically of IP/ASP/Des/FOs including Direct Agents may be sanctioned under PLI/RPLI head in order to motivate them for the business. For any complaints from any quarters for non-payment of PLI/RPLI incentive to sales force the head of Division will be held responsible for performance. The incentive payment (1st year and renewal) are now auto generated in system for the convenience of the sales force.
3.      All IPs/ASPs/DOs for information and necessary action.
4.      DPLI Kolkata for information and necessary action as discussed during the meeting with DDM (PLI), Odisha.
5.      The Supdt. of PSD, Bhubaneswar. Sufficient number of forms and receipt books be supplied to Divisions on demand.
