Photographs of all the Post Offices in Koraput Division will be placed in our Blog

Dear Comrades,

We have thought to bring the view of all the HO, MDG and SO buildings to the notice of all of our comrades by putting their photographs on our blog. Initially we have placed photos of few SOs only. Many comrades have liked this step and have requested to put photos of all POs situated in our Division, so that everyone can be able to view POs of our Division, even without making a visit to the concerned Post Office. Hence, all the SPMs and PAs are requested to take a photograph (front side view) of their Post Office (preferebly in digital format) and send it to our email id  aipeukoraputdivision@gmail.com at the earliest. Thank you for your suggestions which is constantly helping us to do innovative and better works for smooth functioning of Divisional Union.

VIJAYAWADA: India Post was not a business entity and earning profits could not be its motto. The main objective of the department was to serve all sections of society, and while doing so it could expect reasonable earnings, opined speakers at a panel discussion here on Thursday.
 
“India Post will have to reinvent its identity in the fast changing economic scenario,” the speakers said during the discussion on the topic “Role of India Post in fuelling the socio-economic growth”, conducted by the Departments of Posts as part of its ‘National Postal Week celebrations-2010'.
 
N. Rama Mohan, Chief Manager, Indian Bank, said that India Post with its pan-India footprint has the responsibility to fuel economic growth. But the department must take note of the changing circumstances like rapid increase in the use of mobile phones.

All India Radio Station Director Mangalagiri Aditya Prasad reciting an old Telugu song that talked of clouds conveying a message, and said that communication was important for mankind. P.B. Siddhartha College of Arts and Science Principal N. Satyanarayana stressed the need to mobilise the resources for developmental activities.
 
In countries like India with a good socio economic growth, the postal department could play a vital role. Acharya Nagarjuna University Rector K. Viyanna Rao said that more services have to be provided by the departments like posts towards underprivileged sections of the society.
 
The department should also focus more on business strategy. K. Chandrasekaran, Regional General Manager, The Hindu, lauded the services and the guidance being provided by postmen in rural areas.
 
The efficiency and the punctuality of the department was something to be emulated by everyone. Elaborating the services of the India Post, D.S.V.R Murthy, Director of Postal Services, A.P Eastern Region, said that the important work of disbursement of payments for Mahatma Gandhi National Rural Employment Guarantee Scheme in rural areas was a challenging task for the department.

200 Year Old Tunnel unearthed in the premises of GPO, South Mumbai

A tunnel thought to be 200 years old has been unearthed in the premises of the General Post Office in south Mumbai, officials said on Wednesday. Believed to be an ancient escape route, the tunnel heads towards Colaba in south Mumbai, said Maharashtra Postal Services Director Abha Singh.

"From whatever we have seen, it is a very well-maintained passageway, around 20 feet below the ground, full of mud in view of the ongoing monsoon," Singh told the sources.

Though it is not yet known when the tunnel was built, another tunnel found a few metres away was around 160 years old.

An official of the Brihanmumbai Municipal Corporation confirmed that it was not an old or forgotten drainage line. "It is indeed a tunnel, and in surprisingly good condition too."

The Archaeological Survey of India (ASI) is assessing the discovery.

"We at GPO are in an area which is deep in ancient history and heritage, and this is a treasure that must be preserved," Singh said. While declining to spell out plans, she felt the tunnel could be converted into a walk-in museum where people could go and soak in history.

Covered under a cement structure with a heavy iron lid and huge flowerpots placed on it, the tunnel was discovered a couple of days ago in the garden in front of the main GPO building. When the pots were shifted and the lid was opened, it revealed a rusted iron ladder leading below. Only one postal employee, Devji Waghela, gathered courage to take a torch and climb down.

"We shall first examine it in detail and only then we can make any comments about the historical significance. My officers shall make a preliminary assessment in the next couple of days," M.S. Chauhan, ASI's superintending archaeologist, told the sources.

The tunnel has become a subject of intense debate and speculation among experts, historians and officials. Some claim it could be from the Napoleon era and could have been an escape route for the British garrisons stationed here who feared an attack by the French Army. Napoleon was defeated in 1815 and the famous Bombay Fort was demolished by the British in 1862.

Singh said though the GPO building was built between 1904 and 1913, there were no records to show that engineers had come across the tunnel. "This is like a pre-centenary year (2013) gift for GPO... We shall treasure it forever," she said.

IRDA permits India Post to sell Insurance Products of Various Insurance Companies

Post offices can now distribute insurance products with IRDA, allowing each circle of the Department of Post (DOP) to act as a corporate agent of insurers.

"Each Circle of India post should be treated a separate unit in order to grant independent corporate agent licence with various insurers," insurance regulator IRDA said while granting permission to postal circles to distribute insurance products.

It, however, said that in the case of metropolitan areas, head of Circle may approach IRDA for prior approval of further division in the circle as separate units to obtain licence to act as corporate agent in view of the large population.
 
The DOP has divided the whole country into 22 postal circles for providing postal services.
 
The Insurance Regulatory and Development Authority (IRDA) allowed each circle to tie up with two non-life insurance companies, two life insurance companies, one agricultural insurance company and one stand alone Health Insurance Company for this purpose.

Corporate agents act as insurance agent for insurers and procure business on behalf of the insurance companies through its executives.
 
The sector watchdog had last month sought views from insurers for granting corporate agency licence to the DoP to promote financial inclusion.
 
An expert committee on 'Harnessing the India Post Network for Financial Inclusion' had earlier recommended that the low cost platform of India Post be used for strategic partners like microfinance institutions (MFIs), mutual funds and insurance companies.

It also suggested expanding the role of Post Office Savings Bank as an agent of Ministry of Finance to play a larger and direct role in financial inclusion. However, IRDA has disallowed the head office of India Post to engage in the distribution of the insurance products.

"In its individual capacity the Head/Corporate Office of India Post shall not obtain license to act as Corporate Agent of any insurance company. The Head /Corporate Office of India Posts shall not engage in the distribution of insurance products of any insurance company registered with IRDA in any other capacity," it added.

DOP to launch web portal for Job Seekers

According to the article published in The Time of India DOP is going to launch a website forJob Seekers.

Postal Department MUMBAI: The Chief Postmaster General of Maharashtra and Goa, Faiz -Ur-Rehman, announced on Friday that India Post will launch a job web portal on October 14.

The Indian Postal department, with iCode Management Systems Pvt Ltd, will create profiles of job seekers. Job seekers will have to pay a nominal fee of Rs 300 and will have to purchase an iCode card. These cards will be available at 116 post offices in Maharashtra and Goa. The candidates profile will be available to companies at no extra cost. Companies will also be able to search for suitable candidates at www.icodecity.com, said Rehman on the eve of World Postal Day..

The department will also be able to issue residential proof. Apart from this, payment of electricity bills and processing of pan cards can be done at the office.

A Thought to Celebrate National Postal Week

World Postal Day has just passed us by. But give a thought to this magnificent system where you can send letters to any corner of the world and it would be hand delivered...come sun or rain.

For many Indians, when the clock strikes 11, it is, even today, a moment to look forward to. It's when the postman, the people's window to the world, makes his appearance. It may not be so much of an event though in the present-day metros — more well-connected by email and cell phone services. But for the vast majority, he arrives, much awaited, in hot sun or pelting rain, most often on his trusted cycle loaded with parcels, letters ... and, before the cell phone era, the dreaded telegram. Greetings and news exchanged, he is off to the next house ... street ... road and even next hill. This is his beat.

World Post Day has just gone by, on October 9, to be precise. It is that time of the year when we stand back and think about the magnificent system of the postal network.

World Post Day observed in various countries

Singapore Post Limited (SingPost) asked citizens to send greetings to its postal staff in appreciation of their dedication and contributions. This is because of the efficient way the system works in that country and the satisfaction expressed by its citizens.

Australia Post has a programme “to remind people that sending a personal card has its place in keeping in touch.” The aim is to produce a postcard that a person can send to a friend or family. Stamp designs can be chosen. There are also instructions on how to create a postcard using a mobile phone and tips on letter-writing for different occasions.

The Ministry of Postal Services in Pakistan held a function at its Postal Staff College, when there was a cultural programme and award ceremony. Aid packets were also given to postal employees across the country who have been affected by the recent floods.

Emirates Post distributed cash prizes and certificates to the winners (along with their teachers and guardians) of the UPU letter writing competition 2010.

All Post Offices to be computerised by 2012

Union Minister of State for Communications and Information Technology Sachin Pilot on Sunday said all post offices across the country would be computerised by 2012, and that Rs.1,877 crore has been sanctioned for the same. Selected post offices have already been included in ‘Project Arrow' to enable them to join the telecom revolution, he added.

Addressing a postal insurance function at Bhudol village in Ajmer district, Mr. Pilot said new schemes were being executed in the postal department with a vision for the future. As many as 140 post offices in Rajasthan are presently being modernised.

He said the postal insurance scheme would make life easier for the rural people and labourers in the unorganised sector. “Their life will be insured on the payment of a premium as low as Rs.20 to Rs.25 a month.”

AP ORGANISING SERIES OF PROGRAMMES ON NATIONAL POSTAL WEEK

The Department of Posts, Andhra Pradesh Circle, is organising a series of programmes to mark the ‘National Postal Week Celebrations’ to be held from October 9 to 15.

The week-long celebrations will begin with the ‘World Post Day’ tomorrow, which will be inaugurated by the state Governor ESL Narasimhan at the Jubilee Hall here, Chief Postmaster General (AP Circle) Karuna Pillai told reporters today.

Similarly, ‘Savings Bank Day’ will be held on October 11, ‘Mails Day’ on October 12, followed by ‘Philately Day’ on October 13, ‘Business Development Day’ on October 14 and ’Postal Life Insurance Day’ on October 15.

A ‘Speed Post Run’ will be flagged off by Hyderabad City Police Commissioner A. K. Khan on October 10 from Dak Sadan, Ms. Pillai said.

The AP Circle is ranked as one of the highest revenue earning Postal Circles in the country.

As on March 31, 2010, the number of Saving Bank Accounts were 2,01,09,853 with balance of Rs. 36,011 crore, she said.

“Apart from the postal services, the AP Circle is also playing its role to perfection, being a partner in implementation of various Social Welfare schemes launched by the Central and Andhra Pradesh government. Efforts are on to recruit 1,000 more employees this year to enable the post offices to serve better,” Ms. Pillai added.

VIGILANCE TEAM CONDUCTING REGULAR CHECKS ON POSTMEN ON BEAT DUTY - TAMILNADU

Dear Comrades,

The Vigilance Squad of the Postal Department at the Circle level conducts regular checks on postmen on beat duty, said Chief Postmaster General Shanthi Nair here on Friday.

Speaking to reporters about Postal Week celebrations beginning from Saturday, she said the Vigilance team regularly initiated stern action against erring postmen. On an average the team booked more than 100 cases a month.

A Postal Forum was functioning in every post office in the State in which the consumers were also members. Complaints relating to delayed delivery of letters, non-distribution of old age pension or demand for bribes by postmen were taken up and redressed by officials.

Apart from this the department held lok and pension adalats to redress grievances, she said. In an effort to sensitise Postmasters, the department was regularly conducting orientation programmes. The trained Postmasters, in turn, sensitised postmen.

Boards planned
Post offices functioning in villages did not display any information to make complaints in case of violation by the postmaster in a particular post office.

At the district and circle levels, boards had been fixed and the consumers were informed about the numbers to contact in case of demand for bribes or delay in delivering of letters by postmen.

The department would soon fix similar boards in village post offices too, she said.

CELEBRATION OF NATIONAL POSTAL WEEK

India Post is celebrating the National Postal Week starting w.e.f. 09.10.2010. Let us too celebrate it in every manner and bring more pride and honour to our Department.

On 9th world postal day, on 11th Saving Bank Day, on 12th Mail Day, on 13th Philatelic Day on 14th Business Development Day and on 15th PLI Day will be celebrated.

Every year 9th October World Postal Day is being celebrated. As a member of Universal Postal Union, India Post is celebrating National Postal Week.

On the eve of Postal Week, Mr. Faiz-ur-Rehman, Chief Post Master General, Maharashtra Circle during Meet the Press organized today in Mumbai said that World Postal Day marks the anniversary of the Universal Postal Union’s established an is annually celebrated on October 9th. It was declared World Post Day by the universal postal union. With 191 member countries this specialized agency of the United Nation fulfils and adversory, mediating and liaison role and renders technical assistant were needed. Giving an information regarding National Postal Week he said, on 9th world postal day, on 11th Saving Bank Day, on 12th Mail Day, on 13th Philatelic Day on 14th Business Development Day and on 15th PLI Day will be celebrated.

Regarding Hosting World Philatelic Exhibition he informed, India Post is hosting World Philatelic Exhibition at New Delhi from 12 to 18th February, 2011.

On the occasion India post has decided to hold sub pre-event activities to generate interest in philatelic among the Youth and to publicize the event. On the occasion, three major contests namely quiz, design a stamp contests and letter writing contests will be organized and attractive prizes to the winner will be given he added. Giving an information regarding Godrej chotukool, he said, only 20% of the population of India use refrigerators. The entry level refrigerators in India start at cost Rs.7000+. If we can make a cooling solution affordable, the lives of billion plus non-users will significantly improve, as they can store some milk, vegetables and fruits without spoiling and get a half a dozen bottles of cold water- their daily needs. He said some of them as small shop owners can enhance their daily income by selling cold water and juices, cool paans etc. In this regard Postal Department having tie-up with Godrej.

Department of Posts seeks IRDA to regulate its Insurance Plans

DoP vide a significant step asked IRDA to regulate it's insurance business.

NEW DELHI: In a first significant step towards consolidating similar financial products under one regulator, the department of posts (DoP) is exploring the option of handing over the regulation of its insurance products to the sector regulator, Insurance Regulatory and Development Authority (IRDA), a move prompted by the ugly spat between the insurance regulator and the stock market watchdog, Securities and Exchange Board Of India (SEBI), over the regulation of unit-linked insurance products (ULIPs).

The DoP has sought the law ministry’s opinion on whether the insurance schemes run by it could be brought under the regulatory ambit of the IRDA. It has also proposed to create a corporate entity to handle the schemes.

The decision to refer the matter to the law ministry was taken after the IRDA expressed its inability to regulate financial activities of the government (the DoP), which controls the insurance business of India Post, a government official told ET.

The finance ministry has favoured setting up of a corporate-like identity to handle India Post’s insurance business that can be regulated under IRDA norms, said the official, requesting anonymity. While the IRDA is not opposed to the idea, it wants greater clarity on the matter as it will require changes to the legal framework that govern the insurance policies of the postal department.

The opinion of the law ministry could pave the way for bringing the insurance business of the postal department under the IRDA’s jurisdiction. The department, which sells policies under the postal life insurance and rural postal life insurance schemes, acts within the framework of the Insurance Act. The IRDA has also pointed out that with the premium calculations of the postal department not on an actuarial basis, the postal life insurance schemes could be notching up serious deficits.

The postal department feels that an IRDA-regulated framework will allow it to make the scheme more flexible. The DoP, which acts as an agent of the finance ministry for its insurance schemes, lacks autonomy required to introduce new schemes or even providing attractive discounts to lure customers.

“The department is required to seek direction from the finance ministry for all policy matters like extension of scope to cover other clients and introduction of new products,” said an official with the ministry of telecommunications and IT.

Even as the debate on regulatory control of postal life insurance goes on, the department has also requested for greater autonomy to its insurance schemes as it looks to expand its financial services business. “Corporatisation of the life insurance business will enable the postal department to compete with private insurance players on a level playing field,” said the postal department official.

Private players have welcomed the move. “The move will help bring consistency in norms and activity pertaining to life insurance business,” said Kapil Mehta, MD & CEO of DLF Pramerica Life Insurance Company of India. He added that the proposal , when implemented, will provide the postal department a level playing field as regards right products and schemes into the rural segment, which has been the primary focus for private players as well.

NEW DELHI: Premium postal services, such as business mails, logistic post and speed post , will get expensive as the government looks for ways to bring down the deficit of the postal department, which is running into thousands of crores.

The department of posts (DoP) is considering a marketbased pricing for many of its products that do not have a social dimension to them to reduce the government subsidy.  “The idea is to have a sustainable costing and pricing mechanism for postal products and services, even as services are kept affordable for the common man,” said a government official in the department of telecommunications and information technology.

The department plans to get the new tariff structure in place before the budget session of Parliament next year and has decided to commission a study by a private consultant to freeze the proposal quickly.  Tariffs for products, such as post cards and inland letters, that are used by the poor are not likely to be raised.

Post cards are currently priced at 50 paisa each while an unregistered inland letter costs Rs 2.50, well below what it takes the department of posts to deliver them. 

According to estimates, India Post’s tariff is 70% cheaper for domestic destinations and 30% cheaper for international destinations, when compared to the tariff charged by private courier agencies.  This subsidy is largely the reason for widening deficit of the postal department, which is met from the government’s budget.

As per estimates, the department is expected to generate revenues of Rs 6,956 crore, way below its estimated working expenses of more than Rs 10,552 crore. There has been a huge expansion of network for India Post over the last few decades, especially in rural areas, but the department has not seen a corresponding increase in its user charges.

RESIDENTS UNHAPPY OVER POST OFFICE CLOSURE

Residents of Valasaravakkam are apprehensive about soon having to travel an additional three km to avail themselves of postal services, as the post office there is facing closure. The postal department has been closing down small post offices for the past one year as part of economy measures. The Valasaravakkam post office is used by residents of localities such as Porur, Alapakkam and Ramapuram.

V. Ganesan, vice president of West Kamakoti Nagar Residents Welfare Association, said many senior citizens also make use of the services of the post office located on Arcot Road. The nearest post office is in Alwar Thirunagar, three kms away.

The post office functioning in rented premises has been asked to be vacated. The services availed at the computerised office include booking of speed posts and money orders and savings account.

Sources from National Federation of Postal Employees said nearly 30 small post offices manned by a single or two postal staff are being closed down or merged over the past one year. Some of the offices that were recently closed include those in Indira Nagar, Rangarajapuram, Nanganallur South, Choolai, Kalmandapam and Perambur High Road. Officials of Postal department said small post offices located within a distance of 2 km are being merged as it is not economically viable. “We are unable to bring computerisation in small offices as investment is higher than the business generated,” said an official. Moreover, there has been an increase in the building rentals. There are about 200 post offices in the city. The small post offices are replaced with franchisees depending on patronage, the official said.

India Post has brought Special CWG Opening Ceremony Stamp.
The Indian postal department has brought out a special stamp to commemorate the opening ceremony of the 19th edition of the Commonwealth Games that kickstarted in the capital on Sunday.

If it is a village it ought to have its own post office and the brand new Commonwealth Games Village in New Delhi is no exception. Sandwiched between a row of shops in the International Zone is a fully operational post office, with its own pin code 110090, that seems to be attracting good business.

Having opened on 16th September, the Post Office which offers facilities such as speed and registered post as well as ordinary mail, is also selling through its philately section a variety of stamps in different sizes.

These have, according to officials become popular among the athletes, who want to take home something from Delhi."People are very excited about the Post Office and are buying many stamps and other souveniers from here," says an official.
Generally the host countries of the Commonwealth Games as well as some competing nations celebrate the Games philatelically. Stamps on Shera, the Queen's Baton, Talkatora Stadium and Jawaharlal Nehru Stadium have already been launched by India Post and is in circulation."Stamps on Shera the mascot of the Games are popular and many people are also choosing stamps that depict the various spices of India or those which potrays messages on preserving polar regions and glaciers," says an official.(SP-03/10)

DoP Sets up two Post Offices for Commonwealth Games

Department of Posts, Ministry of Communications & Information Technology Sets up two Post Offices for Commonwealth Games.

Department of Posts has established two Post Offices i.e. CWG Village and Main Press Centre, Pragati Maiden to cater to the athletes, delegates, visitors and media persons. These Post Offices are providing very affordable postal and logistics facilities to its customers in a very friendly environment. The Philatelic Sales Counters of these Post Offices are a major hit as a range of beautiful designed stamps (featuring the flora and fauna, sports, art & culture, famous personalities etc.), Philatelic Books and Special Covers are available for sale. On 30.9.2010, the Delhi Postal Circle has issued one Special Cover to commemorate the arrival of Queen’s Baton in Delhi and very soon two picture post cards will also be issued by Department of Posts on Commonwealth Games 2010.

Organisational Meeting at Kundra, Jeypore R S

Dear Comrades,

An organisational meeting was organised by the GDS staff under Jeypore(K) RS SO at Kundra in the premises of auspicipus temple of Lord Jaganath. The meeting was presided by senior comrade Narasingh Sahu, GDSBPM, Digapur BO. The very presence of Com. Purna Chandra Maharana, Com. Nilambar Naik, Com. Rabi Hota and Com. Rajendra Prasad Sahu in the meeting was very much motivational and inspiring to all GDS staff.

A detail interaction on the problems related NREGS, RPLI, TRCA Fixation, Combined Duty Allowance, Staff shortage was made between the staff and the representatives. Suggestions were obtained and necessary guidance were also provided to them including Service Discharge Benefit Scheme for GDS. 

In the second half of the said meeting each and every details was informed to all comrades regarding the continuous efforts of AIPEU union being initiated for welfare of all comrades starting from Divisional level to CHQ. 

Many thanks to all the comrades who attended the said meeting and made it a grand success. Thanks to Com. S S Jena and Com. Bhagaban Sahu for making all arrangement for meeting.
