Expected AICPIN for December 2013 – Expected DA for Jan 2014 : Minimum 10 %

Dear Comrades,

‘Expected DA from Jan 2014′ will be an end and the last and final calculation is waiting for CPI(IW) December 2013. Consumer Price Index(IW) for the month of December 2013 will be announced today or tomorrow by the Labour Bureau.

All we know that AICPIN is the magic number for the calculation of Dearness allowance. Especially, this is the last factor to decided for the purpose of additional Dearness allowance to Central Government Employees and Pensioners from January 2014.

CPI(IW) Base Year 2001=100, if possible the index move from the existing level of 243 to 246 then the additional DA from Jan 2014 will be fixed at 11%. But, the chances are very less.

The All-India Consumer Price Index Numbers for Agricultural Labourers and Rural Labourers alos decreased by 12 points for the month of December 2013. Anyhow, certainly the additional Dearness allowance will be fixed at the level of 10%. So, the total Dearness allowance will become as 100%.

Finally the DA hits century..!

India Post Express Parcel service
 
India Post Express Parcel service is available for both retailers and business customers that offers fast delivery of products/parcels through air mail or any other fastest mean available. It provides Door-to-Door service with door delivery irrespective of parcels weight. In addition India Post offers Cash on Delivery for the Express parcel service with maximum consignment value up to Rs 50,000. Main advantage of this service is that parcels booked under the services will be delivered at most in 72 hours.
 
Looking on to the charges, Express Parcel service starts from Rs 30 for local service, Rs 50 for delivery within the sate, Rs 60 for neighboring state and Rs 80 for delivery to other sates, for items weighing up to 500 grams. For additional 500 grams up to 5 Kg rates charged from Rs 8 to Rs 20 and for every additional 500 grams above 5 Kg will be charges between Rs 10 to Rs 22.

Currently the service is available for booking and delivery in limited cities – Agra, Bangalore, Bhubaneshwar, Chennai, Delhi (NCR), Patna, Guwahati, Hyderabad, Indore, Jaipur, Jammu, Kolkata, Lucknow, Ludhiana, Mumbai, Pune, Parwanoo, Shillong, Surat, Thiruvananthapuram.
 
India Post Business Parcel service
 
On the other hand India Post Business Parcel service is contractual service, designed to suit requirement of business customers. Here the minimum chargeable consignment weight is 2 Kg and up to maximum of 35 Kg and offers Door-to-Door service. Unlike Express service which currently has limited reach, Business Parcel can be booked for delivery from any Post Office in the country providing a nationwide coverage. This service also offers Cash on Delivery on consignment which provides a collection of amount up to Rs 50,000 at the time of delivery.
 
Tariff for Business Parcels starts at Rs 45 for local service, Rs 80 for delivery within the sate, Rs 100 for delivery in neighboring state and Rs 115 for delivery in other sates, for parcel weighing up to 2 Kg. Every additional 1 Kg up to 5 Kg with be charged with Rs 12 to Rs 30 and Every additional 1Kg above 5 Kg will be charged from Rs 14 to Rs 32 respectively.

Amazon India Partnership with India Post
 
Another interesting news coming up is the partnership of Amazon India with India Post, who has already started a pilot testing the postal service. Through this partnership Amazon aims to reach its presence to the deepest parts of India, where only India Post have service. This will intensify competition in the emerging Indian e-commerce market now ruled by Flipkart, Snapdeal and eBay. Amazon is also told to be piloting the Cash on Delivery service through India Post which accounts for two-thirds of ecommerce transactions happening in India.
 
We are trying to add capabilities like cash on delivery and reverse logistics. Consumers don’t want to make an upfront payment. We are developing software to start the cash-on-delivery service with Amazon,” a senior India Post official told Economic Times.
 
India Post Partnership with Amazon India
Currently most of the private courier companies neglect the outskirts of towns, villages and other deepest parts of India, but with the emergence of India Post that has widest reach in any part of India can bring dramatic changes to whole e-commerce industry. In addition, this partnership will also provide a rebirth for staggering 150-year-old India Post that was going down due to the country’s telecom revolution and massive internet adoption. India Post wants to be the center of Indian e-commerce revolution, so it aims to invest about Rs 100 crore in the next few years to set up warehouses for e-commerce packages.

If the plans work out for Amazon then it can reach the top of the e-commerce industry in India just like in US and for India Post it will be a new life blood.

'Post offices have been successful as payment banks': RBI director

MUMBAI: RBI director Nachiket Mor has said that world over post offices have been successful as "payment banks". IndiaPost is an applicant for a banking licence and a panel headed by Mor on financial inclusion has recommended creation of specialized "payment banks" which can open accounts, cash cheques and remit funds without engaging in lending.

Speaking on the sidelines of ET Edge's Financial Inclusion Summit 2014, Mor said that world over there are many successful payment banks. "In South Korea, for example, the post office bank is a payment bank. How does this become viable? It becomes viable on transactions, it does not make money on deposits," said Mor. On IndiaPost's application seeking a bank licence from the RBI, Mor said: "I don't want to speak specifically about India Post itself, what I'm saying is worldwide post offices have been very effective as payments banks."

Mor headed an RBI constituted panel on comprehensive financial services for small businesses and low income household also known as the financial inclusion panel. The report has recommended granting licences to "payment banks" which generate revenue from fees on transactions. The panel has also recommended prepaid instruments for financial inclusion.

Mor said that considering the shortage of banking services in the country, providing banks a bit of a nudge on financial inclusion was justified. "The deeper problem that we have is we have a small banking system compared to the needs of the country. Expanding the banking system will take time. It is, therefore, legitimate for the system to give a nudge to banks. What we have said is that 'give the nudge but don't fix the pricing'," said Mor.

He said that in several segments where mainstream banks do not find it profitable to do business local area banks and cooperative banks are able to work quite well.

Speaking at the summit, Deepak Lamba, president, Times Conferences-BCCL, said: "With financial inclusion as the key focus area for the government, bank licenses are likely to increase rural penetration offering the unbanked population greater access to finance options with a host of banking as well as other products offerings like insurance, mutual-funds, gold loans; micro-credit, etc. In the coming months, the banking industry is likely to witness transformation in the business outlook for most industrial sectors, social upliftment opportunities not only for 'India' but 'Bharat' as well."

Department of Posts starts its own data center

Dear Comrades,

The state of the art Data Centre of Department of Posts has been inaugurated by the Minister of Communications & IT and Law & Justice, Kapil Sibal, at Dhirubhai Ambani Knowledge City (DAKC), Navi Mumbai last week.

The Data Centre provides a facility to host Department's servers and manage its data infrastructure centrally, thus enabling all the post office service solutions to be operated through one large network.

These solutions hosted on the Data Center will be accessed by all post offices across India for carrying out daily transactions. Details of these transactions carried out by different post offices will be available in the Data Center on almost a real time basis and the information could be accessed across the network through secure mechanism.

Availability of centralized information along with core banking facility will enable customers with anytime and anywhere access to their savings bank accounts and insurance policies through any post office counter, ATM, e-banking portal through mobile or internet. It will make deposit and withdrawal of money, payment of insurance premium easy and flexible for the common man.

Wage disbursement and pension payments for the different Government schemes will be made with greater speed, efficiency and reliability and the visibility of the transactions will ensure greater transparency in these citizen benefit schemes.

Availability of real time integrated information will also offer increased consistency and reliability in mail, parcels and logistics delivery system in line with global standards, resulting in better public service to the people.

The Data Center is one of the many initiatives which have been undertaken by the Department of Posts as part of the IT Project which aims at:
  • Modernization and computerization of all Post offices in the country
  • Development of software applications covering all operations of the Department -Mail Operations, Postal Banking, Insurance, Finance and HR
  • Establishment of IT Infrastructure - Data center, Wide Area Network (WAN) based networking of the departmental post offices
  • Deployment of Rural Information Communication Technology (Rural ICT) infrastructure in all 1,30,000 rural post office.

India Post to install 3000 ATMs,1.35 lakh mirco-ATMs by Sept 15

Even as its application to start a commercial bank is pending, India Post has drawn a massive plan to install as many as 3,000 ATMs and 1.35 lakh micro-ATMs at the ubiquitous post offices across the country for savings account holders by September 2015, a top official has said.
"We will be starting with three ATMs to be installed in New Delhi, Chennai and Bangalore on February 5 and then ramp it up gradually," postal department secretary Padmini Gopinath told a select group of reporters here over the weekend.

She said 1,000 ATMs with the India Post branding will be put in within the first year, which will be ramped up massively to 3,000 in the next 18 months.

To start with, the ATMs can be used only by 26 crore savings account-holders who save with the postal department, but Gopinath exuded confidence that within six months of the launch, they will get the interoperability permission from the Reserve Bank.

Postal savings are worth around Rs 6.05 trillion, which is half the savings in the largest lender SBI and more than double that of the largest private sector lender ICICI Bank.

Through interoperability, India Post will join the National Financial Switch, which will benefit India Post account holders to transact at the banks' ATMs and vice versa, she added.

India Post has been working with software major Infosys on this project, she added.

The micro ATMs will be handheld devices to be operated at the post office level while the ATM will be similar to the one operated by any commercial bank, she added.

The postal department, which has 1.55 lakh post offices over 90% of which are in villages, offers the savings account to people across the country and pays an interest of 4% per annum for such deposits. The account offers cheque facility at present.

It can be noted that the Department of Posts is fighting a very contentious battle to convert itself into a full fledged bank, asserting that its reach can help achieve the goal of financial inclusion.

However, the finance ministry has expressed some reservations about the idea, while Telecom Minister Kapil Sibal has exuded confidence of winning over his Cabinet colleagues to get the go ahead for the 'Postal Bank'.

Sub: Permission for treatment / investigations in respect of CGHS beneficiaries availing treatment for Diabetes, Hypertension & other Cardiac Diseases, Dialysis and Cancer.

The undersigned is directed to refer to the subject mentioned above and to state that at present the CGHS beneficiaries undergoing treatment for Diabetes, Hypertension & other Cardiac Diseases, Dialysis and Cancer require repeated investigations / treatment procedures over a period of time and as per the existing guidelines they are required to procure permission every time to get the prescribed treatment / investigations done at CGHS empanelled hospitals /diagnostic centres.

2. With a view to alleviate the inconvenience to CGHS beneficiaries in obtaining the requisite permission(s) every time, this Ministry has decided to permit issue of permission (referral) letters by competent authorities with a validity of six months from the date of issue of the original prescription for undergoing the prescribed treatment /investigation procedures to be conducted at the prescribed intervals over a period of six months as advised by a Government Specialist. The same permission (referral) letter shall be valid for undergoing the prescribed treatment procedures / investigations on multiple times during the six months, at intervals as advised by the Government Specialist.
