Dear Comrades,
A meeting with Shri P K Bisoi, Postmaster General, Berhampur Region has been held on 17.12.2013 at O/o the SSPOs in presence of SSPOs, ASPOs (Hqr) and Divisional Secretaries of AIPEU Gr-C, AIPEU Postman/MTS and AIPEDEU, Koraput Divisional Branch. All the major problems were discussed minutely. The PMG and the SSPOs realised the importance and gravity of various matters explained to them and assured to solve and take immediate action on the following issues at an early date.
MEMORANDUM
Group-C
1. Action is requested for de-quarterization
of dilapidated and damaged Post attached quarters in Koraput Division and
allowing payment of HRA from the date of joining. Example: Koraput R.S. S.O.,
Semiliguda S.O., Dongerbheja S.O., Anchalgumma S.O., Lachipeta S.O., Gudari S.O.,
Nabarangpur MDG and Saradhapali S.O. etc.
2. Action is requested for construction of
Departmental building and staff quarters at Malkangiri, Gunupur (Marathiguda)
and Sunabeda-2 and for early completion of marble flooring work in the Mail
Branch of Jeypore(K) HO along with complete renovation of drain as well
as entrance/approach road to the HO. Also it is requested for construction
of a permanent record room (including PLI/RPLI) and recreation club room
for Jeypore(K) HO and separate room for PLI/RPLI at Rayagada H.O.
3. Action is requested for early sanction of
pending leave cases and Medical bills, LTC and TA Bills. As the accountant
post of the Divisional office is vacant since long, it is requested for early posting of a qualified accountant in
the said post. DPC has not been conducted during the year 2013 for granting of
MACP to the eligible officials thereby delaying their legitimate financial
benefits.
4. Action is requested for proper utilization of
all the seven system administrators and marketing executives.
5. Action is requested to take strict action for
making wide circular and calling for applications from the eligible staffs
throughout the Division giving sufficient time while engaging System
Administrators/ Marketing Executives/ SDI(P)s/ Stenographer / PRI(P)/ OA etc.
on short term vacancies.
6. Action is requested for revert of PAs sent to
different SOs on deputation. Administration is sending some particular staff(s)
on deputation issuing by name orders intentionally and not touching few
staff to send on deputation even once to any SOs whereas some SPMs are
regularly being send on deputation to other offices in clear violence of
standing instructions of the Department.
7. It is quite harassing that not even a single monthly
union meeting has been conducted since last seven months. Despite of several requests
made to the administration, no one is paying any attention to conduct such
meetings which is highly essential from the employees’ welfare point of view.
Even the administration is not bothering at all to reply to the requests made
by the Service unions in any matter.
8. Important circulars / orders / examination
notices / new developments of the Department are not communicated to the union.
9. Intentional harassment is being done by the
divisional administration to the AIPEU union members to satisfy their personal
grudge on them. Some officers are regularly misbehaving with the employees over
phone and even threatening to them without any valid reason.
10. Irregular deputation orders to PAs and SPMs
thereby maximizing expenditure of Government.
11. Divisional administration is taking different
approach for different cadre of employees for same nature of action i.e.
applying for medical leave and being referred to the CDMO excluding few
Officer/officials on face value. PA of some offices are intentionally being
diverted/deputed to other offices just to disturb the SPM having personal
grudge.
12. Leave of the employees are not being granted
on time which is putting them in a helpless condition. In case of an employee
approaches for his/her leave to the authority. He/she is being rudely answered
and even threatened sometimes in an irresponsible manner. A good no. of SOs are
there where staff are engaged more than the sanctioned strength intentionally
and in other offices staff are being diverted to create disturbances in the
smooth conduct of office work.
13. Action is requested for clear guidelines
for cash conveyance to the needy POs as and when required by them for
immediate payment of wages to the customers and to avoid public discontentment.
14. From geographical point of view and looking
the large area of Koraput Postal Division, consideration should be made while
sending PAs on deputation basis for months together from highly distance places
such as from Rayagada District to Koraput/Malkangiri District and from Koraput
district to Rayagada/Malkangiri District even when the nearby staffs are
available for sending on deputation. By which huge revenue of the Dept. is
being wasted on such deputation. Some staffs are deputed from distant places to
Jeypore whereas staffs of Jeypore have been sent to those particular offices
which are far away from Jeypore town with TA/DA.
15. Information regarding Trainings and meeting
should be intimated before sufficient time so as to enable the officials to
make proper arrangement for their bus/train tickets at an early date and not to
suffer just before the day of journey.
16. Staff of the three HOs/MDGs/Divisional office
should be rotated on regular basis so as to enable all the staff to be
acquainted with all sort of branch works and to make skilled in all category of
postal works. It has been noticed that many such staffs are doing a single
branch only throughout their all tenures.
17. Despite of several requests made by the
Service union, the divisional administration are not filling up the posts of
treasurer in many Post Offices since long.
18. Action is requested for AMC for regular
maintenance of Computers/Printers/Gensets/UPS etc. Supply of new computers with
it’s peripherals including printers in lieu of replacement of old systems/printers.
Required furniture/stationery should be supplied to each POs as per the need.
19. Action is requested for shifting of WCTC to
Jeypore to function under the direct supervision of Divisional office.
Postmen
& Group-‘D’
1. Action is requested for engagement of daily
wage in short term vacancies arising due to the leave/transfer/deputation of
the Postman by GDS.
2. Revert of Postman deputed from other SOs to
Jeypore(K) HO to their parent Office.
GDS
1.
Action is requested to fill up all
vacant GDS Posts in Koraput Division at the earliest. Combined allowances/
House rent are not paid to the GDS employees where the BPM/MD/MC posts are
lying vacant since years together and it has been observed that they are being
ordered to work in another BO which are beyond 15-20 Kms away from his/her
parent BO.

Discrepancies were observed while
payment of 40% and 60% arrear by three HOs in Koraput Division. Action is
requested for early payment of difference arrear amount to all the eligible GDS
officials.
3.
Action is requested for engagement of
GDS officials only for daily wages work against short term vacancies arises in
the absence of Gr-D/MTS and Postmen. It has been observed that in many places,
outsiders are being engaged regularly in place of GDS in the short term
vacancies of Postman in the plea of non-availability of GDS and their leave
exceeding their yearly limit i.e. 180 days. It is also noticed that some GDS
are working beyond 180 days and others are not granted even if they have not
completed duty on those posts for 180 days.

Action is requested for issue of
permanent memos to all the eligible GDS officials in Koraput Division.
5.
All the GDS who have not been enrolled
in the SDBS should be given one more chance to apply for the same and for such
wide circular may be issued at an early date.
6.
Circulars/notices are being received
by the GDS just before the date of submission of application to the competent
authority to appear in different promotional examinations. Circulars should be
issued on much before of last date of submission of applications and they
should be given ample time to apply.

Action
is requested for early supply of Identity Cards to all the
employees (Gr-“C”, Postman, MTS & GDS) of Koraput Division keeping in view
of grave Naxalite / Maoist situations.
