As all of you are aware the financial position of NFPE is not sound. For better functioning improvement in financial position is a must. Taking into consideration the above position, the Federal Executive of NFPE has decided to collect bonus fund from all members when bonus is disbursed. The amount is fixed as Rs. 10/-(Rs. Ten only) per member minimum.
You are requested to circulate this Circular to All Circle/Divisional/Branch Secretaries with a request to collect the amount and remit it to the following address:

Postal department to honour officials today

ALLAHABAD: The postal department will observe the World Post Day and 'National Postal Week. Presently various new techniques are invented in Information and Communication revolution but the department of posts has maintained its existence for the distribution and sale of various organisations through its vast network and exchange of new techniques from time to time.

Director Postal Services, Allahabad Region Krishna Kumar Yadav, said the World Post Day is celebrated every year on October 9. It marks the establishment of the Universal Postal Union (UPU) in 1874 in the Swiss capital, Bern. It was declared World Post Day by the UPU Congress held in Tokyo, Japan, in 1969.

He said that in Allahabad Postal Region and its postal divisions are also celebrating the World Post Day and National Postal Week from October 9 to 15. A programme has been organised by the Department of Posts on the occasion of World Post Day on Tuesday, wherein institutions providing the excellent business revenue to the department will be honoured.

During National Postal Week October 10 (Savings Bank Day), October 11 (Mail Day), October 12 (Philately Day) October 13 (Business Development Day) and October 15 (Postal Life Insurance Day) will be organised. Yadav said during this ceremony efforts will not only be made to popularize and revenue realization of the Postal Services but customer meet, visit of post offices by school students, letter writing, quiz for the promotion of hobbies in respect of philately in the youth, savings bank and Postal Life Insurance Melas and honouring of personnel/institutions for providing the best revenue to the department will also be held.

For 12 days, make your own postal mark

As part of the celebration of the National Postal Week, the General Post Office (GPO) is allowing the ‘My Stamp’ facility starting Tuesday, October 9. The unique initiative in which customers can create a stamp using his or her own photo printed on readymade templates the post office will provide is available till October 21, from 10am to 6pm.

The Department of Posts had introduced My Stamp for the first time at the World Philatelic Exhibition in New Delhi in February 2011. Seventeen designs for My Stamp have been approved by Postal Directorate for My Stamps. This includes the 12 sun signs or the signs of the Zodiac, besides the Taj Mahal, wildlife, train engine, pancharatna (gemstones) and aircraft. 

“Only 11 designs are being made available in Pune which includes nine sun signs (Capricorn, Aquarius, Pisces, Aries, Taurus, Cancer, Virgo, Libra and Sagittarius), with Panchatantra and wildlife,” said RK Jayabhaye, Director Postal Services. 

The sheet of My Stamp costs Rs 300. A sheet will have 12 stamps. The customer can choose any design. “A photographer arranged by the Department of Posts will take the customer’s photograph. The photograph will be printed alongside the stamp of the chosen design. The customer can collect the sheet at a given date & time or the sheet will be sent to his/her postal address by Speed Post, for which extra speed post charges are to be paid by the customer,” said Jayabhaye. 

A recent success of India Post is WorldNet Express introduced in 2008. WorldNet Express is a premium international air express service launched by India Post that enables customers to send documents and articles from select post offices across India to more than 220 countries and 1,20,000 destinations across the world. 

“This has been a huge success. It’s a door-to-door service and depending upon destination, the delivery time (subject to customs clearance) typically ranges from 2 to 4 working days anywhere across the world. Customers can track and trace shipments from pick-up to delivery through websites,” said Jayabhaye. In Pune, 20 post offices provide this facility.

India Post stamp to give save-sparrow campaign wings

The campaign to save the humble house sparrow from extinction got another shot in the arm on Monday when India Post released the special cover commemorating the Delhi government’s decision to make the species the city’s ‘state bird’. 

Designed by Nature Forever Society, the cover features a painting by UK-based artist Sue Tranter. 

Coming close on the heels of the city government’s August 14 announcement to make the sparrow the state bird, the special cover was unveiled to increase public awareness, especially the need for habitat conservation in the urban environment. 

Welcoming the move, Mohammad Dilawar of Nature Forever Society said: “For the past seven years, Nature Forever Society has been working to raise the profile of the house sparrow and to involve citizens from all walks of life in the conservation movement. The efforts are now bearing fruit as the sparrow is finally getting the attention it deserves. And till now, only exotic birds and tigers have been featured on stamps.” 

“We thank India Post for bringing out a special cover, right after it was declared the state bird of Delhi,” Dilawar, who founded the society, said.
Chief Minister Sheila Dikshit had earlier expressed concern over the dwindling number of house sparrows (Passer domesticus subspecies indicus) in the city. She hoped that the new status would help conserve the species. 

Once a common species, the tiny sparrow is now at the top of the list of birds facing extinction. “The bird has disappeared in the city because of rapid urbanisation. The sparrows fly within a radius of two-three km. We will have to create an atmosphere conducive to the habitat of sparrows in the city,” the Chief Minister said.

Clarifications on the proposals of handicapped proponents.

Sub: Clarifications on the proposals of handicapped proponents.
Consequent upon the deletion of Rule 17 and amendments in Rule 14 and Rule 15 of Post Office Life Insurance Rules-2011 vide Notification No. 194 published in the Gazette of India on 30.08.2012 and circulated vide this Directorate letter No. 25-112011-L1 dated 07.09.2012, references have been received from some Circles for clarification whether there is need to send the proposals submitted by Physically Handicapped persons for taking policies of PLI/ RPLI to the Consulting Actuary/ PLI Directorate and how shall the premium be calculated.
 
2. The aforesaid amendments in Post Office Life Insurance Rules-2011 have been made in compliance of orders dated 15.02.2012 of the Hon'ble Division Bench of Delhi High Court passed 'in Writ Petition (C) No. 10323/2009 whereby the Department has been directed to treat persons with disability at par with the nondisabled persons in the matter of Postal Life Insurance by providing them with the same maximum cover and charging them the same premium as being charged from non-disabled persons, regard of course being had to the risk, depending on assessment of individual cases.
 
3. In view of the above, it is clarified that accepting authority should examine all proposals of proponents individually to assess risk on the basis of report of the Medical Officer who has conducted medical examination of such proponents and take a decision of acceptance/ rejection thereof keeping in view the aforesaid  orders of the Hon'ble Division Bench, Delhi High Court. As regards referring the cases to the Consulting Actuary, it is clarified that only proposals with adverse medical condition recorded by Medical Officer be sent to the Consulting Actuary for assessment of risk and deciding upon premia.
