Passenger Reservation System of Railways through DOP launched

Dear Comrades,

The first Passenger Reservation System (PRS) of railways in association with the Postal Department in the city was launched at the post office in Sastri Bhavan, Nungambakkam, on Friday.

Inaugurating the facility, Director of Postal Services, Chennai City Region, M.Venkateswarlu said, “We are planning to extend the network with the approval of the Ministry of Railways.” Proposals for setting up PRS facilities at the Anna Nagar post office and in T. Nagar head post office had been made, he said.

Train tickets would be issued at the Sastri Bhavan post office between 10 a.m. and 5 p.m. on all working days.

The facility had been set up following a memorandum of understanding between the Department of Posts and Indian Railways. According to the MoU, rail passengers could buy computerised tickets at select post offices in cities and towns across the country.

The Indian Railways would set up the PRS terminals at the post offices and postal staff would be trained to issue tickets.

Two postal staff would issue tickets at the terminal in Sastri Bhavan. The Tamil Nadu postal circle provided similar facility at Sriperumbudur, Tirupattur (Ramanathapuram) and Gingee post offices.

“The facility would help staff members of over 50 Central government offices at Sastri Bhavan,” said R.Venkataraman, Senior Superintendent of Post Offices, Chennai City.

Central Government on Thursday raised Dearness Allowance by 10 percentage points to 45 per cent of Basic Pay

Dear Comrades,

The content as published by Govt. of India is reproduced hereunder:-

Ahead of the festive season, the central government on Thursday raised Dearness Allowance by 10 percentage points to 45 per cent of basic pay, benefiting about 88 lakh employees and pensioners.

The decision to provide higher DA to employees will cost the exchequer an additional Rs 9,303.2 crore per annum, an official spokesperson said after a meeting of the Union Cabinet, where it was decided to raise the allowance.

The new DA will be paid to central government employees and pensioners with effect from 1st July, 2010, and the burden during the current fiscal has been estimated at Rs 6,202.1 crore.

"Increase in DA is in accordance with the formula based on the recommendations of the Sixth Pay Commission," the spokesperson added.

The existing rate of DA, which is paid as percentage of basic pay to compensate employees for the rising cost of living, is 35 per cent.

The increase in DA comes ahead of the Dussehra and Diwali festivals in October and November, respectively.

The decision will benefit about 50 lakh central government employees and about 38 lakh pensioners.

Stepping up of Pay of Senior Direct Recruit appointed before 01.01.2006 with Junior Direct Recruited official appointed on or after 01-01-2006

DOP vide below letter addressed to CPMG, AP Circle has issued a clarification regarding Stepping up of Pay of Senior Direct Recruit appointed before 01.01.2006 with Junior Direct Recruited official appointed on or after 01-01-2006.

Summary:-

(a) Stepping up of basic pay of senior can be claimed only in the cases of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases the basic pay of the senior will be stepped up with reference to the basic pay of directly recruited junior provided they belong to the same seniority list.

(b) Further, Government servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised pay structure for direct recruits appointed on or after 01-01-2006 as laid down in Section II of Part A of First Schedule to CCS (RP) rules 2008.if their cadre does not have an element of direct recruitment or in cases where no junior is drawing basic pay higher than them.

(c) Stepping up of pay of the seniors in accordance with the present advice of this Department shall not be applicable in cases where direct recruits have been granted advance increments at the time of recruitment.

Subject:- Stepping up of Pay of Senior Direct Recruit appointed before 01-01-2006 with Junior Direct Recruited official appointed on or after 01-01-2006 –case of Shri SV Ranga Reddy postman NR Peta SO under Kurnool Division.

Shri SV Ranga Reddy was appoi8nted as Postman in NR Peta SO on 01-07-2007. His pay was fixed at Rs.6100 with GP Rs.2000 as on 01-01-2006 under CCS (RP) Rules 2008following implementation of 6th CPC recommendations based on his pre-revised basic pay of Rs.3275. He claimed stepping up of his pay with reference to his junior Shri S Chand Basha appointed as Postman in NR Beta SO on 08-01-2007. Shri S.Chand Basha was allowed basic pay of Rs.6460 with GP Rs.2000 as per Section II of Part A of the First Schedule to CCS (RP) rules 2008.

2. The case of the official was examined in this Directorate and referred to Ministry of Finance Department of Expenditure for consideration. Ministry of Finance Department of Expenditure Legal Cell under UO No. 18/28/2010 –Legal dated 30-08-2010 has agreed to the proposal for stepping up of the pay of the Senior direct5rly recruited official appointed before 01-01-2001 with his direct recruited junior appointed after 01-01-2006 subject to the fulfillment of the following conditions:-

(a) Stepping up of basic pay of senior can be claimed only in the cases of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases the basic pay of the senior will be stepped up with reference to the basic pay of directly recruited junior provided they belong to the same seniority list.

4. The cases of the similar placed officials may also be considered by the competent authority in consultation with CIFA subject to fulfillment of the conditions mentioned above . The clarifications given by the Ministry of Finance Department of Expenditure may not however be applied in cases of promotee officials promoted before 01-01-2006 with reference to their junior appointed as direct recruit on or after 01-01-2006 finding place in the same seniority list.

OFFICE MEMORANDUM

Subject:- Departmental proceedings against Government Servants - Consultation with the Union Public Service Commission for advice.

The undersigned is directed to refer to this Department's O.M. of even no. dated 10'" May, 2010 on the subject mentioned.above forwarding the updated Proforma (copy enclosed) for forwarding the disciplinary cases to UPSC wherein all / Ministries/Departments have been requested to ensure that the complete and timely reference on disciplinary matters (under Article 320(c) of the Constitution of lndia read with Regulation 5 of the UPSC (Exemption from Consultation) Regulations, 1958 is made to the UPSC allowing sufficient time to the Commission to give its advice.

2. This Department had set up a Committee of Experts under the chairmanship of Shri P.C.Hota, former Chairman, UPSC to suggest measures to expedite the process involved in disciplinarylvigilance proceedings. In its Report, the above Expert Committee has observed at present in as many as 40% cases of disciplinary inquiries referred to the UPSC for advice, the case records are deficient in terms of requisite information wanted by the UPSC as per the proforma prescribed and therefore returned by the UPSC to the Department/Ministry for rectification of the deficiencies which causes  avoidable delay in the Department/Ministry getting timely advice from the UPSC. In order to ensure prompt disposal of disciplinary inquiries by Departments/Ministries, the Expert Committee has recommended that before the case records in a Disciplinary Inquiry are sent to the UPSC for advice, the Joint Secretary/Director/Deputy Secretary in charge of the matter in the concerned Department/Ministry must give a certificate in writing that the case records are being sent to the UPSC for advice after complying with all items in the standard "Proforma" by the Department/Ministry. The expert Committee has suggested that if the certificate of Joint Secretary/Director/Deputy Secretary is found to be defective, as all items in the standard proforma have not been complied with before furnishing the certificate and the certificate has been issued in a slip-shod manner, the concerned Joint Secretary/ Director/Deputy Secretary of the Department/Ministry should be held responsible.

3. In view of the above, it is reiterated that all Ministries/Departments may ensure that all the requisite details in the proforma are properly filled up and sent with the relevant documents required to be sent to the UPSC so that there does not arise occasion for the UPSC to make a back reference to the Ministries/Department for the deficiencies found by the Commission in the papers sent to them. While forwarding the case records to the UPSC, a certificate shall be appended duly signed by the concerned Joint Secretary that the case records are being sent to the UPSC for advice after complying with all the items as applicable in the proforma by the Ministry/Department concerned. In future, if the UPSC has to return the documents in this regard for correct filling up and forwarding of the requisite documents stated in the proforma, the Commission may address the letter to the Secretary in the Ministry/ Department. In case it is found that the Proforma had been forwarded to the UPSC in a casual manner, the Secretary in the Ministry/Department may issue a written warning to the Joint Secretary/Director/Deputy Secretary concerned to be more careful in future. A second time default by the same officers shall invite minor penalty proceedings against them.
