DR examination for GDS for unfilled vacancies of LDCE for LGOs (Postman/Mail Guard and MTS) for promotion to the cadre of PA/SA to be held on 31-07-2016

NOTIFICATION

             As intimated  by Directorate  vide letter No. A-34012/04/2016-DE dated 14-06-2016 and dated 22-06-2016, it has been decided to conduct the DR Examination for Gramin Dak Sevaks(GDS) for unfilled vacancies of LDCE for LGOs(Postman/Mail Guard and MTS) for promotion to the cadres of PA/SA in house  on 31-07-2016. In  pursuance  of  the Department of Posts(  Postal  Assistants/ Sorting  Assistants) Recruitment  Rules   2015   as contained in the Directorate letter No.4-5/2015-SPB-I dated 05-06-2015   and   notified   in    Government  of  India extra ordinary  gazette  vide  GSR 411(E)   dated 21-05-2015 and  amended  from time to time, applications are invited form the eligible  Gramin  Dak  Sevaks    for  filling  the  unfilled   vacancies   of   Postal Assistants/  Sorting  Assistants,  meant  for   Lower  Grade  officials ( Postmen/MG/MTS)    for  the  year   2013.   The  Eligibility  criteria  are   :
(1)   Educational Qualification  :   Should  have  passed  10+2 standard or  12th  class  pass from  a Recognized   University/  Board .
 (2)  Age  Condition :   The Gramin   Dak  Sevaks  should be  within  30  years  of  age     as   on  1-4-2013 (  for  the year  to which  vacancy pertains  to). 
(ii)    Gramin  Dak  Sevaks  belonging  to Scheduled  Caste/Scheduled  Tribe   should  be  within  35  years  of  age  as  on 1-4-2013   and;
    The  Gramin   Dak Sevaks of the concerned community of SC/ST  should  submit  an  attested    copy  of      Caste certificate  issued  by  the  Competent authority in  the  prescribed  format along  with  their    application.
(3)    Service  Condition  : The Gramin Dak  Sevaks   must  have put  in  minimum   5  years  of  regular  and continuous service    as  on  1-4-2013.
4)  Pattern of Examination: All  eligible  GDSs belonging to  various  categories   who  have  the educational  qualification   of 10+2  or  12th  class  pass from a recognized university or Board of School Education or Board of Secondary Education with English as a compulsory subject  and fulfilling  the conditions  cited  above shall  be  invited  for  appearing  in Aptitude  test.( paper I)    (No  weightage  for  marks  secured  by  the  Applicants   in 10+2  or  12th class  will be  given  while  preparing  the  Merit Lists)
 Aptitude Test    (Paper-I) will be comprising four parts (Part A, B, C & D).  The duration of the Aptitude Test will be for 2 hours (120 minutes).  There is no negative marking. 


Part ‘A’
25 Questions on General Knowledge- Questions on current events, sports, history, geography, basic economics, general politics, Indian Constitution, Science environment etc  (25 marks).
Part ‘B’
25 Questions on Mathematics of matriculation standard which may cover number system, simplification, decimals, corrections, simple and compound interest, percentage, average, profit and loss, discount, mensuration, Time & work and time & distance etc.  (25 Marks)
Part ‘C’
25 questions on English covering grammar (prepositions, adverbs, conjunction, direct/indirect speech, singular & plural, tenses, antonyms/synonyms etc.  (25 Marks)
Part ‘D’
25 Questions on Reasoning and analytical Ability.  (25 marks)


4.1.    For qualifying the examination, a GDS will be required to obtain aggregate marks equal to or greater than the marks obtained by the last successful Departmental Candidate of his Division/Unit in the LGO Examination held in the same vacancy year, subject to further condition that the GDS has obtained minimum qualifying marks in each part of the examination as prescribed for OC, SC & ST  depending upon his/her category.  The minimum qualifying marks to be obtained in each part of the Aptitude Test is prescribed as under:-
           
Unreserved candidates (OC)
40% i.e. 10 marks in each part and 40% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks. 
SC/ST
33% i.e. 8 marks in each part and 33% in aggregate. The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks. 

4. There will be no Computer/Typing Test i.e (Paper-II)

5.      All  the  Divisional   heads  are  directed  for   giving  wide  publicity  to  this  Circular  for inviting  the  Applications  from  Gramin  Dak  Sevaks   in  prescribed
form. Willingness of eligible GDS  for appearing the examination may be called for  as per the proforma  appended in Annexure-I and  submitted by 11-07-2016  after proper verification of the requirements noted in Para-6 below.

6.  The  Divisional  heads   have  to  ensure  proper  verification  of  Date  of  birth,  service  condition,  Educational Qualification  and  caste  w.r.t.  proper  records   and  forward   the   applications of eligible  Gramin   Dak   Sevaks   along  with   a  list   to   reach   the  Circle  office   on  or before 12-07-2016.  The last date for receipt of the  prescribed applications by the Divisional Office from the eligible  Gramin Dak Sevaks is 08-07-2016. The schedule of activities is given in Para 10.
7. The  applications  should be accompanied by  proof  of  date  of birth, Educational Qualification,  and   Caste,  duly  recommended  by  the Divisional  head.  The   service  rendered  by  the Gramin Dak Sevaks  has  to be  certified  by  the  Competent  Appointing  Authority. The applications, duly recommended, should be forwarded alongwith a  proforma report(copy enclosed). The  copy of the application form may be kept by the Division for record. The Proforma Report should be sent by email immediately on 12-07-2016.

8.  No  application  received   after  prescribed  closing date will be  entertained  under  any  circumstances.
             9.   Venue for conducting examination and schedule of the examination:-
The examination will be conducted at Circle/Regional Head Quarters in the same center/venue (venue fixed for LGOs Exam) in the afternoon session on 31-07-2016 and the examination will be held from 14.00 hours to 16.00 hours. The Centre Supervisors already nominated by the CO/RO for the LGOs Examination will conduct this examination. The center Supervisors will intimate the Divisional Heads the name of venues, as already instructed, to the Divisional Heads before the schedule date for issue of Admit Card/Hall Permit. The instructions/guidelines given for conducting LGOs Examination will hold good for conducting this examination. The required reports/documents will be submitted to the AD (RE) , O/o The Chief Postmaster General, Odisha Circle, Bhubaneswar for further action.
