Maximum business from the newly eligible clienteles is expected for the PLI Mela to be held on 04.11.2012.

In pursuance of the Directorate’s letter No. A-34012/01/2-DE dated 8.10.2012, I am directed to intimate that the above said Examination is scheduled to be held on 27.01.2013 (Sunday) as per the revised recruitment rules i.e. the Department of Posts Multi Tasking Staff Recruitment Rules, 2010 as amended from time to time. Departmental Examination for promotion to the cadre of Multi Tasking Staff (against 25% of vacancies).

The age limit for candidates belonging to Schedules Caste/ Scheduled Tribe is relaxable and upto five years and for those belonging to Other Backward Castes is relaxable upto three years.

5. Educational Qualification:
No educational qualification is prescribed for direct recruitment on the basis of Limited Departmental Competitive Examination. If the Gramin Dak Sevak selected for appointment by direct recruitment is non-matriculate, he/she shall be given training before appointment.

6. Vacancies

The vacancy position for the years 2009 to 2013 will be intimated later.

7. General Conditions:
(i) Reservation benefit as applicable to SC/ST/OBC has been provided in case of recruitment of GDS to the cadre of Multi Tasking Staff.

(ii) The heads of the unit/ Division will call for the applications in the prescribed proforma (enclosed vide Annexure-I), scrutinize those applications as per Department of Posts Multi Tasking Staff Recruitment Rules, 2010 (circulated earlier with amendments) and then issue hall permits to the eligible candidates by the scheduled date. A specimen copy of the proforma for issuing Admit Card is enclosed in Annexure-II. The candidates should also be instructed to submit two copies of recent passport size photographs duly attested along with their applications duly filled in the prescribed proforma. One copy of the photograph will be pasted on the application form at the space provided for the purpose and another photograph is to be used at the time of issue of Admit Card.

8. A list of candidates should be prepared in the prescribed proforma enclosed as Annexure-III and the same should be submitted to this office by the scheduled date. The name of the candidates should be furnished in the proforma report in order of their seniority. At the end of list/ proforma report a summary should be drawn as follows:
(i) Total no. of GDS applied for the examination.
(a)Total no. of GDS permitted to appear the examination
(b)Total no. of GDS not permitted to appear the examination

9. The Officer nominated by CO/RO will conduct the examination under their supervision at Circle / Regional headquarters as per schedule.

10. The pattern and syllabus for examination
The pattern and syllabus for examination to fill up the posts of Multi Tasking Staff by promotion on the basis of Limited Departmental Competitive Examination by promotion from amongst from amongst GDS will be as follows. The qualifying marks will be as mentioned in the Annexure to the Directorate letter No.45-14(i)/2012-SPB-I dated 31.07.2012 circulated vide CO letter No.RE/30-13/75(Rlg)/Corr dated 18.09.2012.

 3. Method of filling up of the vacancies:
As per the Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010, Column (11) (a) & (b) and 12 (i) & (ii) in the Schedule, with amendments circulated vide CO letter No.RE/30-13/1975(Rlg)/Corr dated 02.02.2011 and 19.07.2012.

4. Eligibility conditions to apply for the Examination:

(i) Multi Tasking Staff (MTS) of the recruiting Division with three years regular service in the grade including service put in, if any against an erstwhile Group-D post on regular basis as on 01.01.2013 with satisfactory record of service are eligible to appear in the Departmental Examination for promotion to Postman/ Mail Guard cadre (against 50% of vacancies).

(ii) Gramin Dak Sevaks of the recruiting Division who have worked for at least five years in that capacity as on 01.01.2013 are eligible to appear in the Departmental Examination for promotion to the cadre of Postman/ Mail Guard (against 50% of vacancies).

The age limit for appointment of Gramin Dak Sevaks shall be 50 years as on 01.01.2013 (Relaxable for those belonging to Schedules Caste/ Scheduled Tribe upto five years and for those belonging to Other Backward Castes upto three years).

5. Educational Qualification:
No educational qualification is prescribed for direct recruitment on the basis of Limited Departmental Competitive Examination.

6. Vacancies
The vacancy position for the years 2011, 2012 and 2013 will be intimated later.

7. General Conditions:
(i) The Departmental Examination shall be common for both MTS and GDS.
(ii) Reservation benefit as applicable to SC/ST/OBC/PH has been provided in case of recruitment of GDS to the cadre of Postman/ Mail Guard etc.
(iii) The Departmental Examination may also be conducted for the Divisions where no vacancies are declared. The candidates of such Divisions will be considered only for anticipated shortfall vacancies of neighbouring Divisions / Units. If the vacancy(ies) still remain unfilled, the same will be filled by direct recruitment from open market.
(iv) There will be no limit to the number of chances allowed to an MTS (Group-C) official or GDS for appearing the Postman/Mail Guard Examination provided he/ she is within the prescribed age limit (Directorate letter No. 44-31/87-SPB-I dated 28.8.90).
(v) An examination fee of Rs.5/- (Rupees five) only will be charged from all the applicants (except women candidates) whether they are MTS or GDS. The amount of Rs.5/- may be charged form APS personnel also and the same be credited against the major head “1201-Postal Receipts-800-Other receipts-22-Other items” (Directorate letter No. 44-31/87-IPB-I dated 13.3.1991).
(vi) The heads of the unit/ Division will call for the applications in the prescribed proforma (enclosed vide Annexure-I), scrutinize those applications as per Department of Posts Recruitment Rules, 2010 for Postmen and Mail Guard (circulated earlier with amendments) and then issue hall permits to the eligible candidates by the scheduled date. A specimen copy of the proforma for issuing Admit Cards is enclosed in Annexure-II. The candidates should also be instructed to submit two copies of recent passport size photographs duly attested along with their applications duly filled in the prescribed proforma. One copy of the photograph will be pasted on the application form at the space provided for the purpose and another photograph is to be used at the time of issue of Admit Card.
(vii) The vacancy relating to the year 2011 is subject to outcome of cases filed in Hon’ble CAT / Courts.

8. A list of candidates separately for departmental candidate and GDS should be prepared in the prescribed proforma enclosed as Annexure-III and the same should be submitted to this office by the scheduled date. The name of the Departmental candidates as well as GDS should be furnished in separate proforma report in order of their seniority in their respective post/ cadre. At the end of list/ proforma report a summary should be drawn as follows:
(i) Total no. of Departmental candidates - (MTS) applied for examination.
(a)Total no. of Departmental candidates permitted to appear the Examination.
(b)Total no. of Departmental candidates not permitted to appear the Examination.

(ii) Total no. of GDS applied for the examination.

A cover which unveils history

Dear Comrades,

Does philately means collecting just stamps? First day covers have also found their space among the philately items nowadays.


A First day cover (FDC) is a stamped envelop that was processed at the post office where the stamp was issued, and has a cancellation indicating the same.

The monthly exhibition of Dakshina Kannada Philatelists and Numismatists’ Association showcased a rich collection of First day covers. Jane D’Souza has exhibited her First day cover collections, which were issued from 1957 till 1975, at the expo organised at the Pandeshwar Head Post Office on Sunday.

The collection includes more than 130 FDCs, which were issued in honour of persons, events and different cultural forms.

The FDC issued on December 31, 1957, commemorating the centenary of Indian Universities at Calcutta, Bombay and Madras, was the oldest FDC displayed at the exhibition.

Post boxes get a new address in Kerala

Dear Comrades,

KOCHI: Snail mail like steam locomotives may have only vintage value. But the postal department, one of the last redoubts of an era when lost-in-transit had life threatening implications, is busy reinventing itself.

Concerned that many of its quaint red post boxes are in an unused and derelict state, the department is planning to relocate boxes with little or no intake of daily mail to areas where they might still serve a purpose.

According to the rationalisation plan, one-third of the over 35,000 post boxes attached to 12,000-odd post offices in the state will be relocated.

Good gesture by India Post

Apropos of ‘India Post offers help to keep senior citizens safe at home’ (Oct 14), the department’s move to collaborate with Mumbai Police for safety of senior citizens deserves appreciation. It is well known that in most of the cases, postmen are not only familiar with members of the families residing in their duty area, but they also develop personal relations with senior citizens while delivering letters. It is beyond doubt that this initiative will go a long way and help the police get closer to senior citizens. However, the success of this endeavour will depend on the availability of postal staff for the purpose as they are reported to be already overburdened with their duties. This can be evident from the quality of the department’s service dished out to the citizens. In the past, the department has assigned duties of sale/distributions of items like cashew nuts etc. from the Post Offices but that had not been successful. Let us hope that thorough homework is being done by the department to ensure its grand success.
