At
the outset of the meeting, Chairperson of the RJCM delivered welcome address to
all the members present in the meeting.
New Items
1-10/2011 Immediate restoration of status-quo
of Puri, Koraput Postal Divisions and RMS ‘N’ Division, Cuttack to Class-I
Division and posting of Officers accordingly. The order for down gradation
issued by C.O. from SSPO cadre to SPOs cadre and SSRM to SRM cadre is without
any logic and an arbitrary order which violated to Directorate order
No.2-2/93-PE-I dated 07.9.1993 and para-2(II) of Dte.No.12-6/2003 dtd. 28.11.2003. The HOCs
have no authority to down grade the Group A post to Group B cadre which retains
with the Postal Directorate as a permanent measure as per order dated
07.9.1993.
Reply: The post of SSPOs Koraput & Puri Division have
already been restored and officers have been posted on adhoc basis. The case of
RMS ‘N’ Division will also be restored when eligible/suitable officers
will be available.

2-10/2011 Immediate holding of DPC for LSG cadre in Accounts Line preparing
a separate list for PO & RMS Accountants to post them in
AHRO(Accounts)/APM(Accounts) cadre to fill up the vacant posts. In this
connection the Dte. Order No.06/12/2010-SPB-II dtd.07.3.2011 may kindly be
referred to keeping in view the orders in connection with Amendment to
recruitment rules 2006 for filling up of the posts of LSG/HSG-II in Post
Offices and RMS Offices issued vide Dte./ No.137-4/2006-SPB-II dtd.30.5.2006.
Reply: Records have been called for from the units and
DPC will be done soon. Action: AD(Staff)
3-10/2011 To stop recovery orders issued by
the Sr. A.O., O/o the DA(P), Cuttack-4 in connection with the amount paid to
the MTS Group-C (erstwhile Group-D) in connection with pay fixation at the time
of financial upgradation under TBOP/BCR scheme which is arbitrary and unlawful
in RMS wing done by the DDOs of N-Dvn and K Dvn without any show cause notice to
the officials concerned. The individual officials have represented to the
Divisional Heads for the purpose. A permanent solution is demanded to end the
hue and cry created by Sr.A.O., O/o DA(P) office from time to time. (In this
connection the Circle union letter No.RIV/WL/Pay Recovery/N-Dn dtd.27.4.2011
may kindly be referred.)
Reply: As
per rule 84 to 86 of FHB Vol.I, recoveries order by Audit/Account Officer have
to be attended to without delay by DDO. No show-cause notice or prior
information to the official concerned,
is necessary. However, SRM ‘N’ Division, Cuttack has been addressed vide
C.O letter No.ST/25-5(5)/2010/MACP/RMS N
dated 23.6.2011 not to recover the alleged excess paid amount from MTS
staff. Report from the SRM has been called for examining the matter further.
The DA(P) will
examine the case afresh within two weeks in the light of rulings and will come up with clarification/
report as to what is to be done in the matter. Action: DA(P) &AD(Staff)
4-10/2011: Request to attach the NSPC hubs at Bhubaneswar and Cuttack
with RMS ‘N’ Division, for better
interest for RMS officials attached with NSPC Bhubaneswar and to be attached
with NSPC Cuttack as the work relates to RMS wing SAs so far mail efficient is
concerned.
Reply: Presently both NSH Bhubaneswar and SSH Cuttack are working in PO
premises of concerned HOs. For proper supervision and continuous monitoring it
is decided to maintain status-quo. (Item closed)
5-10/2011 Puri, which is regarded as one of
four Dhams of the country and famous for Lord Jagannath Temple and for beautiful sea shore,
attracts thousands of pilgrims from the country & aboard to visit every
day. The number of pilgrims from inside the country and aboard exceeds to lakhs
in festive occasions. A large number of Central Govt. offices like Postal,
Telecom, Income Tax and other Central Govt. Organizations are situated in Puri
with hundreds of employees. The employees of Postal Department, other Central
Govt. employees and also State Govt. employees through the state specifically
desire to organise the marriage ceremonies, thread ceremonies and other
functions in Puri due to its holistic importance. So, on the above back ground,
we appeal for submission of a proposal for construction of a Kalyan Mandap /
Community Hall in vacant, unutilised plot registered in the name of the
Department, lying adjacent to Inspection Quarter at Netaji
Subash Bose Road , Puri. This is also best way to create permanent
source of earning for the Department and will help to avoid incidental encroachment
possibilities of the land in question. Similarly, we appeal for raising of one
proposal for construction of an indoor Stadium (A proposal lying pending since
long) in the vacant plot situated near Puri HO, registered in the name of the
Department. The back ground behind such proposal is that Puri hosts National
level competitions always both of department of Posts and other Central Govt.
organisations. Further, it has been reported that the above valuable lands of
crores are threatened encroachment from different sides and the above
construction proposals are the best way to save the lands from encroachment,
also towards the gain of the Department & for staff welfare measures as
well.
Reply: The
proposal was considered and discussed and could not be acceded to as no fund is
available for such activity. (Item closed)
6-10/2011 This is regarding gross
irregularities in Circle PA gradation list and awarding LSG promotions basing
on that as a result which juniors were given LSG promotions ignoring the
seniors. In this connection this union letter No.UN/AIPEU,Gr.C/05-11 dated 04.5.2011,
dated 09.5.2011,dated 30.5.2011 and letter No.UN/AIPEU, Gr.C/06-11 dated
02.6.2011 may kindly be referred to through which all the irregularities were
communicated. We want following modifications immediately for implementation of
Directorate guidelines and also to give justice to senior officials, deserving
for promotions to LSG.
1-Immediate orders for
cancellation of LSG memo of the junior officials in Postmen cadre have been
taken into consideration. The senior officials to them should be declared as
LSG.
2-The erroneous posting of
DOC in gradation list should be corrected allowing senior for promotions to
LSG.
3-The posting of general
line officials against APM Accounts posts should be cancelled immediately and the senior officials having accountant
qualifications should be declared as LSG for posting against APM Accounts posts
as DTE guidelines vide letter No.6-12/2010-SPB.II dated 07.3.2011.
4-As no DPC was conducted
in year 2008,2009,2010, year wise LSG promotions should be declared as per
instructions vide Dte letter No.4-17/2008-SPB.II dated 08.2.2011.
5-Erroneous posting showing
the DOE & DOC as same date in gradation list should be corrected
ascertaining from the divisions.
6-The representations
received from the officials against LSG declarations should be disposed off
immediately with proper actions on their claims.
7-The subsequently modified
Circle PA gradation list corrected up to 01.7.2009, basing on which LSG
promotions are declared was not circulated to staffs which needs to be
circulated immediately.
Reply: The matter is being examined to take care of the
shortcomings. Action: AD(Staff)
7-10/2011 62 number of LGO promoted PAs have
not been given with preliminary in-house training/induction training and no
appointment orders have issued to them for joining in vacant posts. The Direct
recruited PAs, whose examination was conducted after the LGO examination have
already joined in the posts after receipt of PVRs, local training and this is a
sheer discrimination to ignore the cases of LGO promotees for absorption
against the posts and will definitely disturb their seniority and other
benefits. Moreover, no PVR is required in their cases and they can be posted
against vacant posts just after preliminary local trainings as followed in case
of Direct Recruited PAs. We have been informed that the LGO promotees in other
circles have been given with appointment orders and place of postings after due
local preliminary trainings. Hence, it is urged upon for immediate action for
absorption of all LGO promoted PAs against the posts after due local trainings.
Reply: Induction training for LGOs at PTC Vadodara will
start from 31.10.2011. Suitable instruction has been issued to all concerned to
depute the candidates for training. Instruction has been issued to Divisional
units on 29.09.2011 to issue promotion and posting orders after imparting
in-house training for a week. (Item closed)
8-10/2011 This is regarding non supply of
forms/ items from RFD located at Postal Printing Press, Bhubaneswar to Postal
Stores Depot, Bhubaneswar as per the decision of our Circle head causing total
disruption in supply of forms/items to Post offices & RMS offices through
out the Circle. RFD is a godown to receive the forms /items printed in the
Printing Press and to transmit the same to all the Postal Stores Depot under
its jurisdiction, including PSD, Bhubaneswar. Where as all the Postal Stores
Depots within its jurisdiction are lifting all type of forms/items by
contractual private carriages, order has been given by our Circle authorities
for supply of all forms/items to every Post Office & RMS office of the
circle by closing of bags directly from the RFD, Bhubaneswar end. It is
submitted that RFD is not the platform for closing of bags directly to the
offices containing loose forms/items, rather it is a godown for keeping up
forms items, printed by printing press and to make the supplies in bulk to the
Postal Stores Depots. The Postal Stores Depots are the established offices with
large halls, numerous heighted racks for arrangement of forms/items in
systematic manner, keeping the record of stock up to date. The present order by
the Circle office for closing of bags directly from the RFD, Bhubaneswar has
totally disturbed smooth functioning of PSD Bhubaneswar, continued since its
establishment with certain guidelines fixed by the Directorate for functioning
of PSDs. This present order also hampered supply of forms/items to the indented
offices through out the circle, as PSD Bhubaneswar is at present the only
source of supply because PSD Sambalpur has been kept in skeleton form. In
addition to that RFD has no working environment and causing hardship to the
staff to render their services efficiently as a result of which the supply work
is severely affected and there is total hue & cry at the end offices on
non-receipt of forms/items. To get rid of the arresting situation, it is
requested to kindly withdraw the present order and to continue the supply works
to the offices centrally from PSD Bhubaneswar, restoring the system of bulk
procurement of forms/items from RFD, as done in the past.
Reply: The matter is being examined. Action: AD(MM)
9-10/2011 EPP-VPPs are being received in all
computerised offices while those offices are not designated offices for the
purpose. Such VPPs of more than 5000/- value are unable to be received ON LINE
and the values when delivered are unable to be remitted ON LINE. Action be
taken to declare all offices as designated offices/make provision in the
software.
Reply: This will be taken up with the Directorate with copy to the RJCM (Staff Side). Action : AD (TOAD (FS)
10-10/2011 Non-functioning of Circle Office Lift
for a prolong period.
Brief:
The lift of this building has become non-functional since long. No effective
measures have been taken to make it functional inspite of my repeated
discussions with DPS(Hqrs) and CPMG and also joint memorandum by the staff
unions/Associations of the building. Madam, it is also a fact that nowhere in
the country a multi-storied building is devoid of a lift facility, which is
seen and experienced here only. The hardship faced by staff members consisting
of ladies, disabled, sick and aged is unimaginable. The paid is quite
predictable if a person climbs more than hundreds of steps and get down the
same number of steps to reach the ground floor in one walk. Our staff moves
more than twice or thrice a day for attending the official business to
different sections. Staff murmuring and resentment are mounting day by day
which may lead to severe staff discontentment in near future. Action may be
taken for immediate settlement of the burning issue.
Reply: The Directorate has been addressed for permission
for installation of a new Passenger Lift. Condemnation Committee meeting will
be conducted shortly. Action: AD(Bldg)
11-10/2011 Filling up of Essential Technical
Posts in Postal Dispensaries: Brief: A large number of Technical Posts are
lying vacant since long resulting the beneficiaries are facing difficulties in
their day to day Medical facilities. For example the case of Bhubaneswar, all
the Technical staff excluding the Medical Officers and one Pharmacist were
retired causing the dispensary paralysed. Immediate action may be taken to fill
up the vacant posts on daily wage basis as done in other Circles.
Reply: The matter has been referred to Directorate for
permission to fill up vacant paramedical posts. There is a proposal for merger
of Postal Dispensary, Bhubaneswar with CGHS Hospital. In that case filling up
the vacant posts by our Department may not arise. However, linking the
Dispensary with the Pathological Lab will be examined to enable the
beneficiaries to have pathological tests till
the Dispensary is merged with CGHS Hospital. Action: AD (WL)
12-10/2011 Provision of security and parking
space for four/Two wheelers in Circle office premises. Brief: Vehicles ( Four/Two)
wheeler are increasing day by day. Simultaneously report of theft also growing
in the C. O. premises. Hence the parking space as well as garage facility with
security system may be provided by the administration like other organizations
of Bhubaneswar.
Reply : Architect, O/o the S.E.(Civil), Patna has visited the spot. His report is awaited. The
matter will be pursued with him. Action: AD(Bldg)
13-10/2011: Drinking water facilities to the staff
residing at postal colony Bidanashi, Cuttack & water facilities to the
staff residing at staff quarter Sahadev Khunta, Balasore.
Brief
:These two problems were discussed earlier in all forum starting from
divisional level to four monthly meeting. There were so many assurance, replay
and all the authorities were agreed that it is vital issue, drinking water and
water it is coming under minimum amenity. At the same time we also express our
staff difficulties, how they are managing the day without drinking water &
water at Cuttack & Balasore respectively. Once again our earnest request to
you to take necessary steps for settlement of the issue as early as possible.
Reply: The matter has been taken up with the
E.E.(Civil), Postal Civil Division, Cuttack Action: AD(Bldg)
14-10/2011: Uniform
should be supplied to the uniformed staff of Odisha Circle.
Brief:
Actually new cloth i.e. Navy blue and sky blue cloth started from Oct. 2004.
The same supplied to the staff in some
division four pair and some where six pair. So from 2004 to 2007 block is four
pair and another two pair from 2007 to 2009. So now it is due for 2008 and
2009. In the mean while colour of the uniform clothes has been changed to
Khaki. We have taken the issue in all forum and all in vain. So earnest request
to you to supply all the staff of Odisha immediately.
Reply: Tender for
the procurement of 6520 metres polyester cotton blended khaki shirting cloth
and 5160 metre polyester cotton khaki suiting cloth was processed. The TEC
Members from staff side have some
reservations about the quality of sample items produced by the tenderers
but have no specific comments to offer
regarding the quality with reference to the specifications given in the NIT.
The matter is being examined further. Action: AD(MM)
15-10/2011:
Repairing of Generator of printing
press. Brief: The generator of printing press is out of order since long due to
frequent power cur at Mancheswar area. So the total work of the printing press
is hampered. Without power, the machine of the printing press can not function.
All request of the staff side of printing press is not materializing the issue.
So earnest request to you immediate repair of the generator of the printing
press by which the required forms can be supplied to the offices in the Odisha
Circle and all over India as well.
Reply: Condemnation of the old Genset and supply of new
genset is being examined. Action: AD(Bldg)
Old Items
6-2/11 Misinterpretation of DG (Posts) order
No.3-20/2008-PCC (Pt), dated 06.09.2010 in connection with ‘Conferment of
Financial upgradation under TBOP/BCR/ACP-1/ACP-2 to the erstwhile Gr-D now
classified as MTS Gr-C during the period from 01.01.2006 to 31.08.2008” by the
Sr. AO (Pension), O/o the DA (Postal), Cuttack-4 vide his letter no.
Pen.1/Gen/6th CPC/Corr/R-11392 dated 24.12.2010 advising HRO, N Division,
Cuttack that the benefit of Grade Pay of Rs.1900/- can not be advanced to the
officials who got TBOP prior to 01.01.2006 as their pre-revised
pay scale of Rs.2650-4000/-
has been replaced with GP 1800/- in
PB-I. However, for such employees, the promotions/up-gradations earned up to
the GP of Rs.1800/- are to be ignored for the purpose of MACP as per DOP &
Trg OM No. 35034/3/2008-Estt (D), dated 16.11.2009, which is meant for the
staff covered under ACP scheme which was introduced in Aug 1999, but not for
the officials covered under [TBOP/BCR scheme to get MACP only.
Brief :
The Sr. AO (Pen) has not only advised to HRO N Division, Cuttack but also to
the DDO, PSD, BBSR for which all are confused. The arrears have not been paid
to the officials who got TBOP prior to 01.01.2006 and retired/died thereafter,
but the officials who got TBOP prior to 01.01.06 but are in the service have
been given arrears by HRO N Division, Cuttack which violates to Directorate
order dated 06.09.2010 and DG (P) no. 23-3/2008-UPE dated 09.12.09 which is
only a clarification as to who will be eligible for MACP covered under ACP
Scheme of Aug 1999.]
Reply The position has been clarified under Directorate
letter No. 1-20/2008-PCC(Pt) dated 18.7.2011 which has been circulated to all
units for compliance vide CO No. Est/1-104/Rlg dated 21/25.7.2011. The DA(P) will examine the matter within two
weeks. Action : DA(P)/AD (ST)
3-8/10 CCS (RSA)
Rules-1993- Re-verification of membership for recognition of Service
Association – Procedure regarding misinterpretation of Para-2(ii) of
Directorate order no. 13-01/2010-SR, dated 18.02.2010 by the SSRM N Division,
Cuttack and arbitrary disallowed new members for 5 years who have in writing
and chosen for a particular union to continue within the time frame prescribed
by the Directorate. Request to allow the members to continue in particular
unions and advise the CO/SSRM to follow
the rules in a true spirit. The matter was taken up with CO since 18.05.2010
without any reply.
Reply The
case was examined. No interference of CO in the action of the SRM is
necessary. (Item closed)
8-9/2009 Provision of supply of water to over head tank of
quarter in P&T colony, Unit-IV, Bhubaneswar. The item is kept pending since
2005 vide 11-1/2005 in Four Monthly Meeting. Reply was given that an estimate
amounting to Rs.57,73,000/- for construction of a new RCC overhead tank deep
tube well and water supply grid was received
from CGMT on 24.07.2003 with a request to bear 50% of the cost from
Postal side. But no action has yet been taken so far to initiate the project
which is kept in file with safe custody. The residences are clamouring for a
drop of water since years together and public resentment is growing day by day.
Reply The
matter has been taken up with Civil Wing. The Superintending Engineer
(Civil), Postal Civil Circle, Patna has
been requested to cause necessary action. Action: AD(Bldg)
The
date of next RJCM meeting is tentatively fixed as 10th April, 2012.
Agenda for the next meeting may kindly be submitted in time.
