E-mail, SMS & letters about the proposal of cadre review and some comrades
are critically commenting as if we have dropped the demand of Systems
Administrators.
We are most transparent and do
not want to hide anything before the membership, whereas that should not be
construed as permission to write anything irrelevantly without studying the
issues or based on the position that suits them only.
Therefore we are publishing the
full text of the cadre review proposals submitted by our CHQ to the cadre
restructuring committee. We are discussing the issues only as per our proposals.

CHQ has prepared and sent a
detailed note to the committee considering the various allowances such as:
1. Revision of Cash Allowance to SPMs in the absence of
Treasurers
2. Upward revision of Conveyance Allowance to PRI
(P)s
3. Grant of Road Mileage Allowance to staff entrusted with
the work of clearance of cheques.

Grant
of Fixed Conveyance Allowance to Marketing Executives.
4. Enhancement of Split Duty Allowance
5. Grant of special Allowance to unqualified Accountants
irrespective of financial upgradation granted under
TBOP/BCR/MACP.
&
Special Allowance to PO & RMS Accountants on grant of
financial upgrdation under MACPs
&
Grant
of Treasury Allowance to those officials who are given financial upgradation
under MACP

7. Discrimination in payment of Cash handling Allowance
between Treasurers & Cashiers
8. Restoration of MPCM Allowance & revision

Senior Postmaster Exam – Our
Position
Our CHQ has sent a letter to
Secretary by name about our views on conduct of Senior Postmaster examination.
Unless, Postmaster Grade III is carved out, there is no meaning or purpose to
hold the Senior Postmaster Examination.

The CHQ is seeking the personal
intervention of the Secretary to mitigate the following burning issues pending
over a long period
1. Counting of Special pay to PO
& RMS Accountants on TBOP promotion
2. Problems Relating to Postmasters Cadre
3. Irregular issue of punishment for participation of one day
strike on 7.9.2010 case of Maharashtra Circle
4. Stop harassing staff on Contributory factors for simple and
flimpsy reasons by misusing the provision of unbecoming of Govt. servant’
deviating the rules contained in Volume II, FHB etc.
5. Recovery of alleged overpayment of pay and allowances
to postman on account of fixation from the officials of Accounts branches of
HPOs
6. Regularization of RTP Services and ending the
discrimination between the restwhile RTPs
