As you are aware of the fact that our beloved Comrade K V Shridharan is retiring from service on 31.5.12 on superannuation. AIPEU Koraput Divisional Branch on behalf of thousands of comrades wish the dynamic KVS a very happy and peaceful retirement life with his beloved family.

Undoubtedly KVS himself is a milestone in the Indian Postal Trade Union history and activity. A simple yet a strong person with a soft heart is surely leaving us in form of retirement from service but that does not end up our relationship with KVS. We are very sure that KVS and trade union activity are inseparable and thus Koraput Division and KVS will remain in touch with each other. The efforts laid down by him are cent percent praiseworthy. He has set a new dimension of leadership in the trade union movement. The problems of Koraput Division have been straightly dealt by him by making correspondences with DG (Posts) and reminded them too. 

Again on behalf of thousands of comrades of Koraput Divisional Branch wishes KVS a cheerful and pleasant retirement life.

The meeting was  chaired by Dr. Saleem Haque, Chairman of the Committee and DDG (P), Shri Alok Saxena DDG (Tech), Director (Est), ADG (Est) were present on behalf of official side. Com. K. V. Sridharan, Leader Staff side, Com. D. Theagarajan, Secretary General, FNPO, Com. Giriraj Singh, General Secretary, R-III Com. Ishwar Singh Dabas, General Secretary, P4, Com. D. Kishan Rao, General Secretary, P 3, NAPE and T. N. Rahate, General Secretary, General Secretary, P4 FNPO were representing staff side.
The following are the broad understandings reached in the Committee meeting.
1.      Postal Assistant
(i)     The proposal of the Staff side to upgrade 11395 single handed post offices and 6719 Double handed post offices to the status of LSG will be considered.
(ii)   The present Post Masters in 3732 triple handed post offices and also the present LSG to the extent of 6989 will be upgraded to the status of HSG II.
(iii) The present HSG II and HSG I posts to the extent of 3352 Posts will be amalagamated.
(iv)  A separate identification to the extent of 30% of HSG I posts as non functional Group ‘B’ posts with grade pay of Rs. 4800/- will be formed.
(v)    1/3rd of the total LSG, HSG II, HSG I will be carved out as Postmaster Grade-I, Grade-II, and Grade-III respectively.
(vi)  The posts of System Administrators will be made as LSG vice versa.
(vii)   PO & RMS Accountant will be made as a separate channel of promotion by reidentifying the Posts of LSG, HSG-II and HSG I posts.

After a process of deliberations and consultations spanning over two years, a meeting of the Joint Councils of Indian Institutes of Technology (IITs), National Institutes of Technology (NITs), Indian Institutes of Information Technology (IIITs) and other Central Educational Institutions approved the conduct of a common admission examination process with weightage to performance in the Class XII Board examinations in its meeting today which was presided over by the Minister for Human Resource Development, Communications & IT, Shri Kapil Sibal.

Guwahati: India Post will to soon take to core banking solution and set up 24 ATMS in Assam. The department will install these ATMs by this fiscal year. 

This project is a part of pilot project which India Post has taken up in six states of country. These include Assam, Uttar Pradesh, Tamil Nadu, Karnataka, Maharastra and Rajasthan. 

Director postal services (headquarter), Pawan Kumar Singh said, "We are trying if Assam becomes the first state to roll out ATMs under the India Post and take to core banking solution." 

There are 4006 post offices across Assam. Singh explained under the core banking at least 625 department post offices of Assam will be connected.

Sub-Massive irregularities in the rotational transfer memos released by the divisional heads Aska, Berhampur, Koraput & Kalahandi (to little extent), deviating all the rotational transfer guidelines- Total discontent of staffs in the divisions.

Ref- This Union’s letter of even number dated 24-04-2012 & dated 17-05-2012.

Respected Sir,

The details of irregularities were submitted to the kindself vide this union’s letters under reference needs no further elaboration. Large scales of officials were transferred. The number of officials transferred in the division like Aska, Berhampur & Koraput were 29, 69 & 60 respectively in clear violation of all the previous transfer guidelines & also recent guideline of the Directorate vide letter no 141-91/2012-SPB.II dated 02-04-2012. There was total mis-interpretation of Rules with regards to station tenure and post tenure and the staffs were arbitrarily transferred without completion of post/office tenure where as orders were there on abolition of station tenure in case of non-gezzated staff. The officials aggrieved out of such transfer have preferred appeals to Our PMG Berhampur and their number is 20 from Koraput division & 09 from Aska division & they are eagerly awaiting for judicious consideration of their appeal cases.
In Berhampur division the officials have joined in their new place of posting and only problems for kind consideration of immunity transfer cases for a period of two years as envisaged vide Directorate letter no 137-41/2003-SPB.II dated 08-07-2004. We request for modification of memo accordingly for implementation of Directorate guidelines in true spirit. Sri Rakesh Ku. Swain, divisional secretary Kalahandi division has not been shown as transferred in the recently release rotational transfer memo under immunity ground, though it was assured by PMG Berhampur and the order was not carried out by SPOs Kalahandi.
It was assured by our Hon’ble CPMG for discussion in to all irregular aspects after resuming of PMG Berhampur Region and it is requested for fixing up date & time for submission of views of the union to avoid great resentment of staffs.

Calculation of Interest on GPF

Dear Comrades,


The rate of interest on GPF is generally fixed after taking into consideration the average secondary market yields on government securities. The rates of interest on General Provident Fund (GPF) is 8% for the period from 1.4.2011 to 30.11.2011 and 8.6%from 1.12.2011 to 31.3.2012, whereas the rate of interest on EPF for the financial year 2011-12 is 8.25%.whereas the rate of interest on EPF is fixed on the recommendation of the Central Board of Trustees (CBT) by the Employees Provident Fund Organisation (EPFO), Ministry of Labour and Employment based on the income earned on the accumulated fund during the financial year.

          Ministry of Finance announced on 22nd May 2012, the interest rates on General Provident Fund and similar funds, which has been revised to 8.8% (Eight point six per cent) with effect from1.04.2012.
