This is the protest letter submitted to the SSPOs and Chief PMG in regard to the unjustified transfer made by the SSPOs, Koraput Division.

Sub: Irregularities noticed in rotational transfer
for the year 2012-13 in Koraput Division – Suggestions for cancellation /
modification regarding.

Sir,
This has a kind reference to
Divisional Office Memo cited above under reference (i) issuing rotational transfer
orders for 2012-13. A detail analysis of the said memo(s) by this union has
explored the following gross irregularities standing in the way of staff
welfare which compelled us to register our strong objections with request to
keep the memo(s) in abeyance and issue transfer orders afresh prioritizing
options exercised by the individual employee and considering the geographical
structure of Koraput Division and staff welfare as well.
1.
Issue
of rotational transfer orders during mid-academic session in clear violation of
Directorate’s instructions:
As
per the standard guidelines on rotational transfer issued by the Directorate
from time to time last being D G (P) No.141-35/2001-SPB.II, dated 11.04.2001,
the order(s) on rotational transfer is/are required to be implemented latest by
31st March every year so as to enable the officials to admit their
children in the schools/colleges available at the new place of posting well
before the running of new academic session. But to our utter dissatisfaction,
release of transfer memo(s) by Koraput Division for the session 2012-13 on
27.04.2012 is not only a clear violation of
the Directorate’s order but has put the officials transferred into
innumerable difficulties.
Due
to issuance and implementation of such a rotational transfer order in the month
of May, 2012, the transferred employees may not be able to admit their children
in the new place of posting since academic session has already been started
since March, 2012. Now question arises - What will happen to their studies and
future and who will take the responsibility for the loss of their career?
Divisional administration did not think at least once before issuing this order
which is highly unappreciable and hence regretted.
2.
Dishonouring
options exercised by officials:
It
has been observed that majority of the officials transferred this time have not
been accommodated in their choice place submitted in order of preference in
response to Divisional Office letter No. B/G-10/2011-12 dated 27.12.11. What we
experienced, welfare of the employees has been completely sidelined and the
post-transfer conditions of the poor Group-C employees have been taken in a
very casual manner throwing them randomly here and there without considering
their requests/options. Especially in Rayagada area, maximum numbers of
transferred officials have been posted in the offices against their
willingness.

Unnecessary
loss of Government money in terms of T A / D A:
(a) Koraput Postal Division is comprised of four
Districts with tough geographical conditions. Around 250 nos. of PAs/SPMs are
working in this naxalite prone area. A large number of post offices are
situated in the places lacking proper academic environment. Keeping all these
factors in mind and thinking about the plight of the employees, the Divisional
Administration should have considered the situation of the transferred
employees. But, it is quite astonishing on our part to learn that officials who
were earlier posted to a distant interior places and now working in nearby
areas of the headquarters have again been posted to distant interior places such as from Bissamcuttack SO
to Lachipeta SO about 300 Kms. and from
Rayagada SF to Dambasora SO about 100 Kms. etc. We don’t find any concrete
reason to transfer such officials to such longer distances who have dedicatedly
worked for the department starting from smooth functioning of computerized post
offices to raise the growth of revenue for our department.

(b) Secondly,
officials who have been deputed to some post offices for six or more months
have been posted in the same place with TA / TP. It is quite disheartening and
demoralizing to the officials whose health are in bad condition and have been
transferred to a very distance place at the threshold of their retirement. Illustratively,
the case of R K Patnaik, PA, Rayagada HO and Niranjan Subudhi, PA, Rayagada HO
may be cited. The single handed and
double handed SO will remain vacant after their retirement and again some
officials will be deputed to those POs by wasting Govt. money in TA/TP.
Transfer at the vague end of their service will not only disturb their peace of
mind but also their families will be unpleasant to move for a very short
period. They will not be able to give their cent percent effort and image of
the department will be gloomy.
Had
the administration taken the least interest in staff welfare, such transfers
could have been avoided and the officials who have been posted at such places
should not have been suffering from mental tension. Huge amount of Govt. money
incurred in forms of T A / D A by the department for this transfer could have
been saved if justified ways would have been implemented keeping an eye to the
problems of the officials.
There
could be no best example of harassment other than this. This has not only
resulted unnecessary loss of Government money in terms of T A / D A but invited
sufferings to the transferred employees beggar description.
4.
Undue
favouritism to officials transferred during 2011-12 and not yet joined:
Another
interesting factor this union observed during this rotational transfer is that
the officials who were transferred during the rotational transfer, 2011 and had
not joined in their place of posting till date have been given better choice
places on top priority basis, viz. S A Basha posted to Machkund never joined
there and Paresh Hansdah, SPM, Kodinga did not resume at Kodinga after
returning from unauthorized absence from duty. The reason behind such
malafide intention is beyond the knowledge of our union.
Further
staff members belonging to AIPEU, Group-C are harassed being transferred to new
places on just completion of 4 years as on Sep, 2012 on the ground of post
tenure but many of the request transfer cases have not been considered despite
due intimation on problems by the needy
officials. Arbitrarily, the administration has favoured some officials keeping
their requests for their choice of places before completion of post tenure
which is not at all justified.
5.
Some
important points gone unnoticed :
(a). Proper
guidelines for rotational transfer have not been followed by the administration
due to which the system administrators / sports persons / marketing
executive/ officials going to be retired have not been exempted from the
sword of transfer thereby causing discontentment amongst concerned officials
who have dedicatedly served to the department.
(b) The
transfer memo which was returned to Divisional Office by RO, Berhampur during
third week of Apr, 2012 to examine completion of station tenure of 6 years and
post tenure of 4 years by the official in the light of recent instructions of
the Directorate vide letter No.141-91/2012-SPB.II dated 2.4.12 was changed by
the SSPOs but without calling for options from the officials whose tenure was
due for transfer for the year 2012. After issue of the said guidelines, further
no options were called for from the officials by the Divisional administration
causing obstacle to their right to submit their choice places.
(C) In
some cases SPMs like K C Mishra have been transferred and posted before
completion of post tenure of 4 years and similar cases for others have been
left without any valid reason.
Under the Facts and circumstances,
this union is of the opinion that immediate order may be issued either
cancelling or keeping the above transfer Memo(s) in abeyance and to issue fresh
transfer memo considering the representations of the officials and option
exercised earlier in the interest of service for creating a congenial
atmosphere developing a good employer-employee relationship in Koraput
Division. Necessary positive action may be taken within fifteen days otherwise
this union will be constrained to protest in form of hunger strike in front of
Divisional Office.
A
