Sub-Massive irregularities in the rotational transfer memos released by the divisional heads Aska, Berhampur, Koraput & Kalahandi (to little extent), deviating all the rotational transfer guidelines- Total discontent of staffs in the divisions.

Respected Sir,
The details of irregularities were submitted to the kindself vide this union’s letters under reference needs no further elaboration. Large scales of officials were transferred. The number of officials transferred in the division like Aska, Berhampur & Koraput were 29, 69 & 60 respectively in clear violation of all the previous transfer guidelines & also recent guideline of the Directorate vide letter no 141-91/2012-SPB.II dated 02-04-2012. There was total mis-interpretation of Rules with regards to station tenure and post tenure and the staffs were arbitrarily transferred without completion of post/office tenure where as orders were there on abolition of station tenure in case of non-gezzated staff. The officials aggrieved out of such transfer have preferred appeals to Our PMG Berhampur and their number is 20 from Koraput division & 09 from Aska division & they are eagerly awaiting for judicious consideration of their appeal cases.
In Berhampur division the officials have joined in their new place of posting and only problems for kind consideration of immunity transfer cases for a period of two years as envisaged vide Directorate letter no 137-41/2003-SPB.II dated 08-07-2004. We request for modification of memo accordingly for implementation of Directorate guidelines in true spirit. Sri Rakesh Ku. Swain, divisional secretary Kalahandi division has not been shown as transferred in the recently release rotational transfer memo under immunity ground, though it was assured by PMG Berhampur and the order was not carried out by SPOs Kalahandi.
It was assured by our Hon’ble CPMG for discussion in to all irregular aspects after resuming of PMG Berhampur Region and it is requested for fixing up date & time for submission of views of the union to avoid great resentment of staffs.
