"The objective is to make the City at par with world class cities by involving the people," Dr Qasba said.
He said the festival is being organised to take forward the vision of 'Clean Srinagar-Green Srinagar' and Department of Posts offers a traditional and better means of communication with the people.
The festival will also host a philately exhibition, which will showcase stamps from different parts of the country.
A modernised post office under 'Project Arrow' will also be dedicated to the people at Lal Chowk City centre, Samuel said.
