Sub:- Seeding of
AADHAAR in Social Security Scheme accounts .
Sir,
This is regarding seeding of
AADHAAR in Social Security Scheme accounts including MGNREGA, Pensions,
IGMSY, IGNOAPS, IGNWPS, IGNDPS etc. existing with Post Offices. In this regard,
several instructions/ Rulings/ procedures have been issued to Regions/
Divisions vide Letter NO- SB/1-1/Ruling/2012 dated 10.12.2012 and letter/ email
of even number dated 01.02.2013, 18.02.2013, 28.02.2013. The detail procedure
has been reiterated vide this office letter of even number dated 01.04.2013
sent through e-mail. A statement was also introduced vide this office letter of
even number dated 01.02.2013 to know the fortnightly progress status of Aadhaar
seeding .
2. Since Direct Benefit Transfer is linked
to Aadhaar Enabled Payment, therefore, all Social Security Scheme accounts
including MGNREGA, Pensions, IGMSY, IGNOAPS, IGNWPS, IGNDPS etc. are required
to be seeded with Aadhaar numbers immediately. This is necessary to meet the commitment
given by the Department to Prime Minister’s Office for rolling out Direct
Transfer (DBT) through Post Offices.
3. Directorate has expressed deep concern
that no significant progress in the seeding of Aadhaar is made which is a cause
of concern as the time for rolling out DBT is approaching fast. The Secretary,
Posts has ordered that all Circles shall take urgent action and develop a 3
weeks action plan to ensure that accounts are seeded with Aadhaar Number.
4. The primary responsibility of
collecting Aadhaar Number from beneficiaries should lie on the Branch Post
Master (BPM)/ Sub-Post Master(SPM) at the time of disbursement of wages to
workers. The BPM/ SPM will note down Aadhaar number of each beneficiary against
his/ her account and the reason in case the beneficiary is not having an
Aadhaar number. BPM/ SPM shall send the list to Account Office / Head Office
for seeding in the account details of the beneficiary.
5. The Divisional/ Sub-Divisional head
shall be responsible for monitoring the status of collecting Aadhaar number and
seeding the same in the accounts. The Divisional Head shall make arrangements
for seeding of Aadhaar number and may depute additional manpower to ensure that
the work is completed within 21 days. He may also liaise with the concerned
State Government authorities and District Administration to ensure that Aadhaar
number is allotted to the beneficiary, in case if he does not have Aadhaar. In
cases where beneficiaries are already allotted Aadhaar number but they do not
share the same with BPM/ PM, the Divisional Head shall collect the same at the
Gram Panchayat/ District level and enter the same in the accounts of the
beneficiaries.
6. I am directed to request you to send
the weekly report on every Thursday starting from 04.04.2013 in the format
enclosed for onward submission to Directorate on every Friday. This
statement will replace earlier fortnightly statement prescribed on the subject
vide this office letter of even number dated 01.02.2013. The Divisions under
Regions will submit the statement to their respective Regions for consolidation
and onward submission to CO.
