Sub: Conducting of Limited
Departmenta Competitive Examination for promotion to the cadre of Inspector of Posts(66.66%) Departmental
Quota for the year 2013.
Pursuant
to DG Posts letter No A-34012/05/2013-DE dated 17.06.2013 communicated vide
Circle Office, Bhubaneswar Letter No RE/30-6/2013 dated 19.06.2013 and Regional
Office, Berhampur (Gm) letter No. RE/23-3(IPO)/2013 dated 21.06.2013, applications
in the enclosed format(Annexure-II) are invited from the eligible candidates
for appearing in the Limited Departmental Competitive Examination for promotion
to the cadre of Inspector of Posts to be conducted as per the following
schedule. The Competent Authority has now ordered to hold the above examination
on 07th & 08th September 2013 as per revised patter
and on turnkey basis with MCQs.

(II) Eligibility Condition:- As per
the revised Recruitment rules notified in GSR 62(E) and No. 7-14/2009-SPB.I
dated 01.02.2013, 66.66% of the vacancies of IP Cadre are to be filled up by
promotion through a Limited Departmental Competitive Examination. The following
categories of officials are eligible to appear for the above examination as per
Column No. 11 of revised RRS.
(i)
Postal
Assistants/Sorting Assistants with a Grade of Rs 2400/- working in Post
Offices/ Railway Mail service offices/ Postal/Railway Mail Service Divisional
offices/ Circle Offices/ Foreign Post/ Returned Letter Offices/Postal Stores
Depots/Savings Bank Control Organization(SBCO)/Internal Check Organization (ICO
SB) of the Circle/ Office of Director, Postal Life Insurance, Kolkata
(DPLI)/Mail Motor Service.
(ii)
Lower
Selection Grade Officials with a grade pay of Rs 2800/- working in Post Offices/
Railway Mail Service Offices/ Postal/Railway Mail Service Divisional Offices/
Circle Offices/Foreign Post/Returned Letter Offices/Postal Store Depots/Savings
Bank Control Organization (SBCO)/ Internal Check Organization(ICO) of the
Circle/ Office of Director, Postal Life Insurance, Kolkata/Mail Motor Service.
(iii)
The
officials working in the above categories should have put in not less than 5
years regular service as on first january to which the vacancies pertain to
i.e,01.01.2013. Lower Selection Grade officials should put in 05 years service
including service rendered in PA/SA.
(III) Age condition:- As per
note 4 of revised RRS, age limit for appearing in Limited Departmental
Competitive Examination is not exceeding 40 years. Relaxation by 05 years is given
for Scheduled Castes or Scheduled Tribe Officials.

(IV) Crucial Date for Age & Service
Condition:- As per the revised Recruitment Rules to the cadre of IP,
the cut off date for checking the minimum qualifying service is as on 01st
January of the year to which vacancies pertain to (i.e, 01.01.2013). Further as
per Rule 279/1 of P&T Manual, Volume-IV, the cut off date for assessing the
age eligibility to appear in IP examination is 30th June of year
preceding the date of conducting of the examination. Since the examination is
proposed to be held on 07th & 08th September, 2013.
The crucial date for this examination is fixed as on 30th June,
2013.
(V) Syllabus
& Pattern of IP Examination: The revised pattern and syllabus for the said
Inspector Posts Examination is furnished in Annexure-I
(VI) Number of chances:- As per Note
01, revised Recruitment Rules notified in letter No. 7-14/2009-SPB II dated
01.02.2013 and published in the Extra Ordinary Gazette, a candidate shalll be
allowed a maximum of 4 chances, irrespective of Grade to appear in Limited
Departmental Competitive Examination.
(2) A candidate belonging to Scheduled Castes
or Scheduled Tribes may subject to his eligibility be allowed a maximum of 6
chances to appear in the said Examination.
(3) Further the said SC or ST candidate
shall, if he is successful at the said examination in his 5th or 6th
chance be entitled to be appointed only against a post reversed for SC or ST,
if any as the case may be.
(4) As per Note 2 of the revised Recruitment
Rules “ a candidate who is serving in APS for the last 2 years as on 1st
January of the year to which the vacancies pertain to, or had served in APS for
a minimum period of 2 years shall be allowed additional two chances to appear in
the Limited Departmental Competitive Examination.
(VII) Other conditions:- Applications received from those
officials shall not be taken into consideration against whom-
(a)
Disciplinary
action is pending/contemplated against the applicant.
(b)
Punishment
is current against the applicant.
(c)
Adverse
entry in the APAR/CR in the last five years.
(VIII) Venues
for conducting the Examination:- At
the Circle Headquarters i.e Bhubaneswar only.
The last date of receipt of application at
Divisional Office is 28.06.2013.
Applications received after due date shall not be taken into consideration.
This
may please be brought to the notice of the all concerned.
