MoneyGram Expansion : DG Letter to all CPMG

Dear,
        You would be happy to know that the Department of Posts has signed an International Cooperation Agreement with MoneyGram Payment Systems, Inc., USA to offer to the general public the MoneyGram International Money Transfer Service through selected Post Offices in India.  In the first phase the service will be launched in 100 Post Offices (Delhi Circle- 20 Post Offices, Punjab Circle- 40 Post Offices and Tamil Nadu Circle - 40 Post Offices). List of these Post Offices is enclosed. The service will be extended to other Circles and Post Offices in a phased manner.

2.         The service will be launched by Hon’ble Minister of Communications & Information Technology on 29.09.2011 in a function to be held in New Delhi.  The above service may please be commenced in all the identified Post Offices w.e.f. 29.09.2011.  You may please hold a press meet on 30.09.2011 to give adequate publicity about availability of the above IMTS in the Post Offices.  It is very important and essential to keep all the identified Post Offices ready in all respects by the launch date.  As per the Agreement, MoneyGram will impart required training to the staff of Post Offices. A copy of the MoneyGram Training Manual is enclosed. As already intimated vide this office letter of even number dated 05.08.2011, minimum of 2 Supervisors and 2 Postal Assistants in each identified Post Office are required to be  trained for operating the service.  Representatives of MoneyGram will be coordinating with your office about the date and venue of the training.  It would be desirable to conduct the training in WCTCs in batches of not more than 30 or 35 in each batch.  I request you to see that the training is imparted to the staff of all identified Post Offices immediately on priority.

3.         Representatives of MoneyGram will be visiting the identified Post Offices for installing their software knows as “Delta Works”.  They will also install a signage at appropriate place in front of the Post Office for creating awareness among the general public about availability of the service in the Post Office.  It should be ensured that the external signage, which is going to be installed by MoneyGram, in any case does not object/disrupt/disturb the approved designs of Look & Feel under Project Arrow.  If it is not possible to put up signage outside the Post Office, one movable “A” shape standee may be allowed to be put up in front of the Post Office for information of the general public. Hence, utmost care needs to be taken in respect of each Post Office before giving directions to the representatives of MoneyGram.  The approved size of signage is 2’ x 4’ for Head Post Offices and 1’6” x 3’ for Sub Post Offices and that of standee is 2’ x 4’ for both Head Post Office and Sub Post Office.  Copies of the approved designs for signage, standee, poster and leaflet are enclosed.   MoneyGram will also be supplying posters for display in public hall of Post Office and leaflets for distribution to customers for providing adequate publicity.  Receive Forms will be supplied to the identified Post Offices by MoneyGram.  Suitable instructions may please be issued to all concerned to provide necessary assistance/support/guidance to the representatives of MoneyGram. 

4.         Since India Post is already providing Western Union IMTS and MoneyGram IMTS is its competitor in the market, it is very important for all officials of the Department at all levels to maintain Department’s obligation about confidentiality of the terms/conditions and documents/records/information/softwares at all times.  The instructions/guidelines mentioned in para 10 to para 13 of the enclosed Operating Procedure must be scrupulously followed by all officials.

5.         Operating Instructions for Nodal Officers and Operating Procedure for Post Offices are sent herewith.  You may like to issue instructions to all concerned including DAP in your Circle.  Chief PMG Delhi Circle in particular would need to issue specific instructions to Sansad Marg HO and DAP Delhi because they have got a very important role as outlined in para 15 to para 17 of Operating Procedure.  Accounting Procedure for MoneyGram IMTS will be issued by PAF Wing of Directorate shortly.

6.         DPS (HQ) will be nominated as Circle Nodal Officer and DPS in the Regional Office will be nominated as Regional Nodal Officer to monitor the project constantly to ensure its success.
